Shortage of police officers delaying DIGs' promotion as IGPs
Some SSPs may be promoted out-of-turn as DIGs

JAMMU, May 16: As the state government is faced with the shortage of DIG rank officers, it is in a fix as regards the promotion of 1997 IPS officers to their next rank of IGPs but it seems to have found out the way now.
Police sources said to get the requisite number of DIGs needed to head different police wings, the government had decided to give out-of-turn promotion to some SSPs. It had now given green signal to the promotion of the 1997 batch IPS officers, sources informed.
The department has a total of seven IPS officers of 1997 batch. One of them is on deputation to the Centre while another is booked in a corruption case. Therefore, the government was not considering their promotion at this level, sources said.
The remaining five 1997 batch DIGs included Gareeb Dass, Alok Kumar, Surinder Kumar Gupta, A K Atri and Johny William. All of them would be promoted as IGPs, the sources added.
The department at present had a total of 27 IGPs. Six of them are on deputation to the Centre. With the promotion of give DIGs to their next ranks, the total of IGPs in the state would cross 30. But the number of DIGs would decrease. The department at present has a total of 21 DIGs. Five of them are on deputation to the Centre while three are retiring this year. If five of them get promoted this year, the number of DIGs in the state would scale down to less than 10. The department has a total number of 17 posts of DIGs in its different wings.
"So it has been decided to give out-of-turn promotion to some SSPs to their next rank of DIGs. Uttam Chand, who was the only 2002 batch IPS officer, topped the list of SSPs who were to be promoted as DIGs, sources said.
Next to him are the two IPS officers of 2003 batch but they too are on central deputation. The government is planning to promote them and then call them back. The names of some more SSPs were being considered for their out-of-turn promotion, the sources added.
