ACR Kishtwar constitutes four member inquiry committee | Doda Paramedical colleges admission scandal | | ET Impact

Early Times Report Kishtwar, Aug 12: In the much publicized case of Multi crore scam in Doda's Apex paramedical Institute & Asrariya Para Medical and Research Institute Kishtwar, the Assistant Commissioner Revenue (ACR) Kishtwar on the direction of Deputy Commissioner Kishtwar Mohammad Javed Khan order for constitution of four member team to probe the allegations leveled by the students, allegedly duped by the managements of these two illegally running medical institutes. As per the details available with "Early Times", 10 victim girl students alleged fraud by the management of Apex Para medical institute in Doda and its offshoot Asrariya Para Medical and Research Institute Kishtwar and approached the office of Deputy Commissioner Kishtwar on 4-08- seeking action against the owner and the management of the institution involved in committing fraud. After giving patient hearing to the plea made by the victim students, Ghulam Mohammad Magrey the owner was summoned by ACR Kishtwar and details and documents were sought from him with regard to the registration of the institute where the victims are the students. A four- member committee comprising of Tehsildar Kishtwar, BDO Kishtwar, BMO Kishtwar and Assistant Labor Commissioner Kishtwar was constituted to enquire into the allegations and report by or before 22-08-2015. The victim students allege that the owner of the institute has taken Rs. 1 lac to 1.50 lacs from them from undergoing the training in the said institute offering three year courses/programs namely FMPHW (18 months), GNN (3 years), Medical Lab Training (2 years), adding that the said institute remained open for only 10-12 days in a month while the admission in the institute remain open throughout the year. They allege that the institute is running illegally and the tuition fee taken by the administration is out of norm since the institute is unauthorized. Several students studying in Kishtwar institute also allege that the owner and his supporters are continuously threatening them against leaking the matter to "Early Times" and demanded stern action against all the guilty persons involved in ruining the career of poor students by providing them fake certificates. It is pertinent to mention that in response to the letter of " Secretary Service Selection Board Jammu" regarding the recognition status of various paramedical institutes providing degrees to the students from the institutes situated outside the state of Jammu and Kashmir, Register J&K State Paramedical Council, Government Medical College Srinagar has clearly mentioned that the government has not authorized or recognized/registered any paramedical institute outside the state yet thus vindicating the news report carried by "Early Times" in its 28-5-2015 and 29-5-2015 and other successive editions wherein "Early Times" highlighted the plight of several hundred students who were duped by these two paramedical institutes by providing them the certificates/diplomas of institutes including that of Sai Institute of Allied Sciences Karnatka, the management of which in its communication to "Early Times" distances itself from the controversy. The matter came to public when the victims applied for various posts in District Hospital Doda wherein the authorities declared their certificates as fraud and invalid, beside the scandal worth crores of rupees also surfaced. In reply to the RTI filed by some locals in 2013, it came to the fore that the management of Apex Para medical institutes in Doda deposited only Rs. 10 lacs ( 1.50 lac in 2010-11, 4 lac in 2011-12 & 4.50 lac in 2012-13) towards Account No. 13412 (HDF account of District Hospital Doda) where as in actual the institute has to deposit approximately Rs. 54 lacs till 2014. |
