Govt 'forgets' implementing transfer policy in Edu Deptt | | | Peerzada Ummer Early Times Report Srinagar, Oct 9: Education Minister Naeem Akhter put the draft on transfer policy in Education Department in public domain on June 9. Since then, there is no news about it. The minister was earlier seen beating the trumpet of revolutionising the education sector and had claimed that the new transfer policy would be teacher-friendly. But during the autumn session of the Assembly, there was not even a mention of the much-hyped draft by the minister. When the draft of new transfer policy for teachers was put in the public domain, the government had sought suggestions from people for its implementation. The draft of the transfer policy was uploaded on the official website of the Education Department www.jkeducation.gov.in. What is raising eyebrows in the state is non-serious attitude of the Education Department over implementing any comprehensive policy that would benefit the sector which continues to remain in shambles. Sources said the minister is maintaining a meaningful silence on implementation of the transfer policy. "There has been no communication regarding implementation of the policy. The draft was put on the official website and it continues to remain there. We will act once we receive any direction from the education ministry," said an official. He said the teachers had, by and large, welcomed the announcement of new transfer policy and are eagerly waiting for its implementation. The highlight of the policy is that a married female teacher can be allowed for inter-district transfer provided she has served five years in her native district. "However, this would be subject to availability of vacancies and department's requirements," reads the draft. It adds that to the extent possible, married lady officials with young children would be posted such that they can return to their home after duty. "Subject to the availability of the post the official with specially-abled children would be posted at a place near his/her place of residence." Earlier, the Education Minister had to face severe criticism when he transferred many female teachers to far off areas. Even Geelani-led Hurriyat Conference castigated him for his "wrong policies and exposing the female teachers to greater risks." The opposition parties also have been taking continuous jibes at the Education Minister, terming him "inefficient." |
