SIC serves penalty notice to xen PDD Div-II Srinagar, explanation sought from SE | Follow-Up | | Early Times Report Srinagar, Oct 9: The State Information Commission (SIC) has served penalty notice to the Executive Engineer (XEn), Electric Division-II Srinagar and sought explanation from the Superintending Engineer (SE) for failing to dispose off an RTI application. A whistleblower from Srinagar had sought some information from the XEn which had irritated the officials of the Power Development Department (PDD). He was later allegedly victimized by the officials. Early Times had filed a report over this issue on August 30 and September 22. When the whistleblower Nisar Ahmad Mir, a resident of Batamaloo, Srinagar, was continuously harassed and information was not being provided to him under the RTI, he knocked the doors of SIC. The SIC issued notices against the SE and XEn and asked them to appear before the Commission's Srinagar office on October 5. Both the officials appeared before the Commission on Oct 5 and during the hearing they Commission warned them to adhere to provisions of State RTI Act-2009. The officers have been served with notices as well for which they have to submit reply within two weeks. Mir, the whistleblower, was allegedly subjected to severe mental torture by the officials of PDD after he filed a complaint against the corrupt officials of the department. The PDD officials got an FIR registered against him in a police station and exorbitantly increased his monthly electric fees as well. Mir and his neighbours from Moominabad, Batamaloo were agitated after the officials of PDD installed a 250 KV transformer in the area in January this year by making uneven load distribution from the transformer. As the already existing 250 KV transformer was catering a heavy load of 70 plus households, the new transformer was brought in the area with the hope that 35 houses would be connected to each transformer. The officials of PDD headed by inspector Abdul Majeed were under some influence and they decided to connect only 22 houses with the new installed transformer. Mir and his neighbours objected and he thus became an eyesore for the PDD officials. Mir filed a complaint with the XEn Division-II, Divisional Commissioner Kashmir and also sought details about transformer installation, tariff being collected by PDD and some other information using RTI Act. This made the officials of PDD furious and in connivance with Batamaloo police station officials they got an FIR registered against Mir. "I was accused of damaging an electric meter which is a total lie, as majority of houses in our area are not metered. He did not act on the orders of his seniors nor did he reply to the RTI application filed by me. Even the 1st appeal filed by me under RTI was not answered by the First Appellate Authority (SE). I then filed second appeal under J&K RTI Act 2009 before SIC which summoned both the officers of PDD in my presence," Mir told Early Times. "The Executive Engineer has increased my monthly power tariff from Rs 543 to Rs 1450 within five months just to harass me. I am thankful to SIC for giving me a patient hearing. I am sure Executive Engineer will be penalized by SIC in the next hearing and the penalty money will be recovered from his salary," Mir added. |
