Was holding beef party an act of provocation?
10/10/2015 12:17:57 AM
Though the incident of thrashing of independent MLA, Er Rashid within the Assembly complex in Srinagar the other day by some BJP MLAs caused unpleasantness among the legislators of opposition parties, it was somewhat on the expected lines. Ever since the J&K high court ban on cow slaughter and beef sale in J&K, Rashid has been in controversy over the issue. He has openly defied the court orders and even went to the extent of hosting a beef party within the hostel complex at Srinagar, provocating BJP MLAs and triggering unrest in Jammu region, where different organisations have given a call for Jammu bandh on Saturday. He is an elected MLA and not an ordinary person. Being a law maker, he should not have indulged in such provocative acts. His first and foremost job should be to take steps that strengthen democracy and not weaken it. If such an act would have been committed by an ordinary citizen, police would have definitely booked him. Now, taking a suo moto notice of the Rashid's highly provocative act, police should book him too under the law of the land.
Irony is that instead of condemning the Rashid's act, almost every Valley politician of the mainstream parties has come in his support. The BJP MLAs' act of thrashing Rashid received wide condemnation from the valley politicians, but it is regretted that none of them uttered even a single word against the independent MLA who wilfully defied the court ban on cow slaughter and beef sale, hurting the sentiments of lakhs of his brethren in Jammu region and vitiating the peaceful atmosphere in the state. Deputy Chief Minister Nirmal Singh, who expressed his regrets over the incident of Rashid's thrashing, also kept mum on the beef party within the Srinagar hostel complex. However, one section of society feels that though Rashid had provoked some BJP members to thrash him, the latter should have raised in the state assembly the issue of the MLA's open defiance against the 1932 law that prohibits consumption of beef and slaughter of bovine animals. Right from the day, the high court directed the government to enforce strict ban on slaughter of bovine animals and consumption of beef, Rashid has been in the forefront of those campaigning against the court ruling. Was his act of organising a beef party in the MLA hostel an act of defiance? It was definitely an act meant to provoke those supporting beef ban so that he finds a space in the newspaper headlines. He knows he could never be there on page 1 of newspapers till he creates controversies.
In the light of the growing conflict and controversy over beef ban, the Jammu and Kashmir Legislative Assembly witnessed unruly scenes after Rashid was assaulted by the ruling BJP members while entering the House on Thursday. The assault led to scuffle between a group of the BJP members and the Opposition NC and Congress MLAs while the day's proceedings were about to start in the assembly. The incident took place a day after Rashid hosted a beef party in the lawns of the MLA hostel in Srinagar on Wednesday evening. The situation was brought under control by the security present inside the House. The entire opposition, including the NC, Congress, CPI (M) and PDF and the Independent MLA, walked out of the House in protest. Chief Minister Mufti Mohammad Syed too condemned the incident and asked the deputy CM to intervene, saying it should not have happened. Omar too was not behind any valley MLA to condemn the incident. Deputy Chief Minister Nirmal Singh later apologised in the House over the incident and described it as "unfortunate".
There is no doubt that Rashid wanted to provoke those supporting beef ban. Had it not been so, he would not have organised the beef party and too inside the MLA hostel. He obviously did it for the purpose of creating a controversy. Being a lawmaker, it was his lawful duty to respect the court ruling. Or, he should have at least waited for the state legislature to decide about the matter. He did not do so and chose to create a controversy. It is very important for the lawmakers not to lose their temper. Instead of searching for the issues to create controversies, they should try to become role models of the society and guide people on the right path and not on the path that leads to hatred, unrest and violence.
