SC/ST Sub plan, State share for CSS on priority of State Government
Formulation of Capex Budget 2016-17

JAMMU, Nov 7: The formulation of Scheduled Caste and Scheduled Tribe Sub Plan and providing State share for the ongoing and upcoming Centrally Sponsored Schemes (CSS) would be the priority of Jammu and Kashmir State Government in the upcoming meetings, slated to start from November 16 to 24 for the formulation of Capex Budget 2016-17 and for preparations of revised estimates for the Capex Budget 2015-16.
Sources informed Early Times that the Planning and Development Department has communicated to all the Administrative Secretaries for preparation of the sub-plans for SC and ST population and has also made it clear that special care should be taken to incorporate all aspects relating to gender sensitivity and gender budgeting in the formulation of proposals.
"The State is required to prepare Scheduled Caste Sub Plan (SCSP) and Tribal Sub Plan (TSP) for development of SC/ST population, so the Sub plan (Capex-budget) shall be prepared considering that all the villages/blocks with 40 percent or above SC/ST population shall be treated as basic unit of development", the communique forwarded by Government reads as.
The Administrative Departments/ Heads of Departments/District Development Commissioners have been asked to ensure that SC/ST population would be provided funds at least in proportion of their population percentage.
The communique forwarded by P&DD also reiterated that the SC/ST sub plan proposals would be accompanied with write-ups for Draft Capex Budget (2016-17) highlighting the main achievements, future proposals, gender specific activities, SC/ST schemes and policy parameters of the respective departments.
Emphasizing on the Centrally Sponsored Schemes, the P&DD has asked the Administrative Secretaries that the State Share for Centrally Sponsored Schemes/Tied Grants and Negotiated Loans both for ongoing projects and those to be implemented afresh, should be the first charge on the next year's plan and provided fully against the relevant schemes.
"The commitments made by Chief Minister and Planning and Development Department shall be accommodated within the plan outlay for which there shall be no additional funds", the P&DD has asked the Administrative Secretaries, who are scheduled to attend the meetings for Annual Capex Budget finalization meetings, starting from November 16 and concluding on November 24.
Pertinently, the meetings for the formulation of Capex Budget (2016-17) and finalization/preparation of Revised Estimates for the Capex Budget 2015-16 are scheduled to start with Social Welfare/Tribal Affairs, Industries and Commerce and School Education meetings on November 16.
Rural Development, Housing and Urban Development and Forest Departments meetings on November 17, Agriculture/Floriculture, Health and Medical Education and Animal, Sheep Husbandry and Fisheries on November 18.
PWD, PHE, Irrigation and Flood Control and Power would come for review on November 19 while Tourism, Higher, Physical and Technical Education, Civil Aviation, Information, Estates and Hospitality and Protocol would be debated on November 20.
Law, Finance, Home, Revenue, Cooperatives, Science and Information Technology have been listed for debate on November 21.
Labour and Employment, CAPD/Transport and ARI, Trainings, IMPA, State Information Commission, Public Services Commission, Survey and Statistics and Planning Machinery would come up for discussion on November 23.
