Goes out of station, without permission

Early Times Report
SRINAGAR, Nov 7: Throwing norms to winds and causing a serious breach of protocol, the Director SKIMS did not attend the Prime Minister's rally and went out of station without permission.
Sources said a day ahead of Prime Minister's visit to Kashmir, Dr Zarger "unauthorizedly" left for some other State without taking requisite station permission.
Sources told Early Times that Dr Zarger has left for Bhubneshwar without taking station permission leave from the Chief Secretary BR Sharma. "He (Zarger) doesn't want to face the Chief Minister and Health Minister during the PM's rally as both are angry with his performance," they said.
Normally during the high profile visits like that of Prime Minister, all the heads of departments have to remain available. But Dr Zargar seems to have taken the protocol for granted.
A senior medico at the SKIMS said that the incumbent Director has over the years become so arrogant that he gives damn to Government orders. "Otherwise how can a person who retired almost one and half years back continue to remain glued to his chair? This is mockery of the system and claims of transparency as are made by the Prime Minister from time to time," he said.
The medico added that since the day Government decided to make Health Minister a member of the governing council of the SKIMS, the Director has become nervous. "He (Zarger) doesn't want anybody should come to know about his misdeeds in the hospital. He has over the years plundered public money openly and now he fears Government may take action against him," he claimed.
Pertinently Dr Zarger is known for having militant contacts in the past despite which he was made the Director of the SKIMS and continues to be in chair even after the expiry of his term. Despite repeated attempts the SKIMS Director couldn't be contacted comments.
