JU tailors norms to suit favourites, ignores UGC guidelines

jammu, Nov 14: Clubbing academic and administrative experiences to extend benefits of top posts to blue eyed, the University of Jammu tailoring the norms, has ignored UGC's guide lines.
According to documents available with Early Times, experiences of teaching and non-teaching services of Jai Kumar, presently holding charge of Director CDC, and earlier had held various important posts were clubbed, and he was showered with top posts in the university.
"Jai Kumar served as lecturer for a period of seven years from December 7, 1983 to December 6, 1990. For eight years, Kumar served as senior lecturer during the period December 7, 1990 December 6, 1998. He also served as selection grade lecturer for a period of two years and seven months", copy of noting of selection committee for post of additional controller examination JU read. The documents further divulged that Jai Kumar has also served as Deputy Registrar for period of four years, from July 2, 2001 to June 25, 2006.
In case of administrative service in any university for post of Additional Controller of Examination 12 years' length of service is required, including five years as Deputy Registrar/ Deputy Controller or equivalent is required. And in case academic service of 12 years, five years experience as Reader/ Associate Professor or equivalent experience is required
"Jai Kumar has more than 21 years service including seven years as lecturer, eight years as senior lecturer, two years and seven months selection grade lecturer and four years as deputy registrar. Out of 21 years service Kumar had more than 6.5 years service at post of deputy registrar and equivalent positions including selection grade lecturer and remaining period of about 15 years on other positions in the university", the documents read.
It further read that while Jai Kumar's experience does not in toto meet the requirements, the committee is of the opinion that service of Jai Kumar in the university of at various positions needs to be considered.
It is also relevant to mention here that claims of Jai Kumar, Prof Meenakshi Kilam and Sanjeev Mahajan for post of controller of examination, Director CDC and other equivalent posts were rejected, for not fulfilling the requisite eligibilities, in 2011.
However, Jai Kumar and Sanjeen Mahajan were elevated at post of Director CDC and Controller of Examination by vice chancellor, Dr RD Sharma recently.
