Govt sleeps as SWRRA goes headless 11/15/2015 12:06:28 AM Akshay Azad Early Times Report jammu, Nov 14: The Jammu and Kashmir State Water Resources Regulatory Authority (JKSWRRA) which is credited for fixing of water usage charges on all power projects running in the state is headless for the last one month. The Authority was constituted vide SRO No. 339 on 15/10/2012, comprising a Chairperson and two members. The Authority is essentially responsible for regulating water resources within the territorial jurisdiction of the Jammu and Kashmir State, ensuring judicious, equitable and sustainable management, allocation and utilization of these resources, fixing the rates for use of water, and all matters connected therewith or incidental thereto. "It is after the constitution of SWRRA that huge funds are being collected by State government from water usage charges", sources said. Sources informed Early Times that as per the constitution of the Authority, the tenure of Chairman and two members is for three years, and as a matter of fact, the first Chairman SS Kapoor, along with two members VK Abrol and Abdul Rashid Tak had assumed office on October 18, 2012 and on October 18, 2015 all the members along with Chairman demit their office, leaving the Authority headless. "It is SWRRA which is entitled for fixation of water usage charges, for extraction of ground water, industrial use, generation of electricity besides any other use", sources said, adding that it was the brainchild of authority that water usage charges were fixed for generation of electricity from hydel projects, after which Jammu and Kashmir had started getting huge revenue in the form of user charges from NHPC run hydel projects. An official said that as per constitution of Authority, Chief Secretary is head of select committee along with half a dozen other secretaries of other departments, for nominating Chairman and Members of Authority. "Though as per routine matter the government must have invited applications and finalized the names of Chairman and other members, prior to expiry of tenure but in this neglected land nothing happens properly. The headless Authority is another example, along with several other commissions which are running headless", an official said.
