BARAMULLA, Feb 16: Scores of disabled persons who had came with a hope to get some benefits for their disabled children here today were disappointed since they could not get the requisite appliances during a function here. A section of parents of disabled children told media persons on the sidelines of a function that the schemes would have improved the living standards of disabled persons by providing the means of livelihood. They said the concerned department has failed to do so. A parent Ali Mohammad said, "My eleven years old child is disabled. I have showed them the documents of disability as we were told many times in past by the social welfare department that you will be given some appliances but nothing was given to us today." Another parent Mohammad Amin, resident of Brandub-Baramulla said that the department officials brought them there and finally cheated as they are trying to showing the world about the schemes. He said the department has failed to provide any sort of welfare to the people. "No benefit was given to us at the end they are just paying Rs 30 to 50 and nothing more, it was a flop show. As they do false promises, even though in past we were told that, scholarships will be given to these poor children, but didn't give us a single cup of tea," said a beneficiary.
A mother of disabled child said that she borrowed Rs 400 from her neighbor and reached at the venue so that she could have got some benefits, but alas nothing was given.
"I have four daughters and monthly Rs 5000 is an expenditure on them on their medicines and all, for which sometimes I get compelled for begging," she said. Meanwhile sources said that the requirements for providing of aids/appliances, which are essential for the social, economic and vocational rehabilitation of persons with disabilities are inadequate and limited. "The overall benefits of specialized schemes for persons with disabilities in Jammu & Kashmir are less because most of the schemes are under central government which is not applicable in the state because of separate constitution," said sources. Sources further said that separate surveys should be conducted regarding the total population of persons with disabilities in state so that justice could be done to needy persons. Union Minister Thawar Chand Gehlot was the chief guest at the function held in connection with Mega Rehabilitation Camp organized by Composite Regional Centre Srinagar and Pduiph New Delhi in collaboration with Government of Jammu and Kashmir at Boys Degree College ground Baramulla.
