Sajjad Kitchloo under SAC scanner for issuance of elevation orders

Srinagar, Feb 16: Taking a serious note over violation of rules, the State Accountability Commission has issued a notice to former MD JKCL Rakesh Sharma on a complaint for an illegal elevation order in favour of him approved by former industries and commerce minister Sajad Ahmad kitchloo
Sources said the SAC has taken a serious note over a complaint that former minister for Industries and Commerce and NC Leader Sajjad Ahmad Kitchloo elevated Sharma as MD JK Cements in 2013 and two other official were made incharge MDs SIDCO and Handicrafts Corporation when he was Minister of State Industries and Commerce during the NC- Congress Government in Jammu and Kashmir.
Sources said that Rakesh Sharma has been directed to appear before the SAC for his response over the complaint.
The SAC issued a note after a complaint was received that NC leader bypassed the GAD and issued an order in favour of Sharma and two other officials and further confirming them as MD resulting release of grade and arrears.
The SAC has taken a note how these officials were inducted as MDs in violation of rules.
"Rakesh Sharma was temporarily on adhoc basis made as in charge MD JKCL by the former MoS is the clear indication that the permanent arrangement shall be make subsequently. Surprisingly after 8 months former minister approved a note submitted by Sharma for release of grade. The said note was also signed by two other in charge MDs who were also released the grade of MD along with Sharma.
The note was not sent to GAD and industries and commerce department which have the mandate to issue such promotion orders and release of grade.
In the case of Rakesh Sharma he issued self-order for release of grade while being the MD of JKCL and also gave retrospective effect of the said grade," the complainant has said.
The complaint has said that official order says that in the interest of administration Rakesh Sharma General Manager SICOP was posted as in-charge Managing Director J&K Cements Limited in his own pay. "The compliant indicates that Sharma was not justifiably made in charge MD of the said public sector undertaking. The approval for it was granted by former minister Sajjad Ahmad Kicloo throwing all rules into the wind."
Surprisingly the minister accords approval without taking GAD and Commissioner Secretary on board.
Sources said that the state accountability commission may issue notice to former minister along with two officials.
