Speaker wants Secy Assembly to become Secy General | | | Jehangir Rashid ET Report Srinagar, Feb 16: If PDPand BJP'renew' their alliance and form the government in the state, then a senior official of assembly secretariat is all set to receive huge 'windfall' since he might get elevated to an unexpected higher position. Speaker Legislative Assembly and Member of Legislative Assembly (MLA) from Gandhi Nagar, Kavinder Gupta has been highly impressed by the 'performance' of Secretary Assembly, Mohammad Ramzan. Gupta has so much been 'influenced' by working of Ramzan that he has proposed him to be elevated to the position of Secretary General of the Jammu & Kashmir assembly. Interestingly, the 'elevation' if and when it happens would be unprecedented since there is no position of secretary general at the state's assembly. The assembly speaker had in fact written to the former law and parliamentary affairs minister, Syed Basharat Bukhari in this regard and recommended elevation of Ramzan to the position of Secretary General. Gupta had hailed the work of Secretary Assembly and recommended him for the higher position. "During his tenure as Secretary of this prestigious institution he (Ramzan) has performed his duties upto the best satisfaction of the authorities despite certain challenges before him. The officer has an outstanding capacity to carry out the assignment of higher responsibilities," wrote Speaker Assembly in the correspondence under D.O No. PS/SPK/LA/J/758 dated 17-12-2015. Had the PDP-BJP coalition government continued for some more time then the Secretary of the assembly would have been elevated to the higher position of Secretary General. Since the PDP-BJP ceased to exist following the demise of former chief minister Mufti Mohammad Sayeed the 'dream' of Ramzan could not be fulfilled and he continues to be secretary of legislative assembly. Gupta in his correspondence to then law & parliamentary affairs minister further wrote, "He has succeeded in ensuring smooth functioning of a number of crucial sessions of the assembly during the last 8 years. He has also shown his extraordinary administrative skills, during the two Presidential elections, Rajya Sabha elections and number of J&K Legislative Council elections. His contribution towards a successful Presiding Officers' Conference held at Srinagar after a gap of 23 years has been highly appreciated by the then Speaker Lok Sabha." "However, the officer it may be pointed out here is working in the pay scale of 37, 400-67, 000 with grade pay of Rs. 8900 since then and deserves to be given some monetary benefit by way of raising his pay scale of 37, 400-67, 000 with grade pay of Rs. 10, 000 with the change of designation as Secretary General till his retirement as a token of encouragement which will also prove beneficial for this prestigious institution," wrote the speaker of legislative assembly. It would be in place to mention here that this correspondence has come to the light when the assembly secretariat is in the news for wrong reasons due to the alleged illegal appointment of 37 persons made by three former speakers of the legislative assembly. |
