Contractor flees after getting 50% payment | | | Arun Singh

Jammu, Feb 16: The height of the negligence on the part of Public Works (Road and Building) Department surfaced on ground when a contractor gave damn to the directions issued by inspecting team for rectifying road work found substandard, which he left halfway after taking 50% payment. Sources told Early Times that PW (R&B) Department has shown very dismal performance in executing the works under Pradhan Mantri Gram Sadak Yojana (PMGSY) ever since the it has been assigned the responsibility. They further said that according to the programme guidelines a periodic inspection of works executed has to be carried out by the State Quality Monitors (SQM) set up by the State Government. "But in a case under PMGSY in division Rajouri, a work relating to upgradation a road in district was awarded to a contractor at a cost of Rs 4.27 crore in which the earthwork, cross-drainage (CD) works, Water Bound Macadam (WBM) works and protection works were executed by the contractor for which a payment of Rs 2.84 crore was made to the contractor," they informed. They further said that the inspection of road projects was subsequently conducted by State Quality Monitor (SQM) which reported that the overall execution of work as unsatisfactory and recommended for its rectification but disregarding the directions the contractor instead of rectifying defects stopped the work in midway but Department did not initiate any action against the contractor for recovery of liquidated damages of Rs 42.68 lakh for execution of sub-standard work. The recovery of liquidated damages has to done by the executive engineer, PMGSY Division Rajouri who so far fails to take appropriate action against the contractor, they alleged. |
