Officials swindle crores, leave masses in lurch | Kishtwar hydraulic division keeps people 'thirsty' | | Asif Iqbal Naik Early Times Report Kishtwar, Feb 16: Multi crore carriage scam has surfaced at Kishtwar Hydraulic division here. This scam has brought the huge bunglings in the division, which comprises of six sub-divisions. The scam has exposed the officials, who have allegedly, looted the state exchequer for their vested interests. Documents in possession of Early Times reveal that sample estimates duly sanctioned by the drawing and disbursing officer bearing Ts. No. 9BRGF for the month of 12/2012 amounting to Rs. 263450, the carriage charges of material utilized were paid in between 400% to 450% above the rate fixed by the department. The bills were approved by the Chief Engineer Design Inspections & Quality Control Department (PWD) J&K Jammu. Similarly in Ts No. 11/NABARD of 1/2013 Rs. 54800 was siphoned at the pretext of paying carriage charges. The documents reveal that during these years, the DDOs with the active help of their technical staff have managed to usurp crores of rupees on various estimates passed by these officials which is still lying within the safe custody of the department as well as in government treasuries. After scrutinizing the documents, the payments made during all these years were in violation of the matrixes as laid down in SS Rates of 2008 implemented vide Govt. order No. 156-PW(R&B) of 2010 operative from 1-04-2010, the carriages of material by head load/ Mechanical transport drawn during the period from 1-4-2010 to ending 12/2013 is in utter violation of Schedule of rates which amounts to exaggeration to the tune of approximately Rs. 3 to 4 crore, thus inflecting huge losses to the state exchequers by the hands of DDO's posted during all these years. The documents also reveal that for purchasing the material from Government Registered Suppliers for purchase of stone, Bajraee, Sand and other allied items, no quotations were invited by the officials and it was suspected that the material thus used in sanctioned works could also have been purchased at higher rates that too might have caused huge losses to the state exchequer which also needs to be probed through high level committee. The department allegedly executed the works worth crores of rupees without floating any tenders in between 2010 to 2013. Sources informed the "Early Times", the similar practice is even going on today. Pertinently, Kishtwar district faces water crisis throughout year and many times people comes on streets against the failure of the department in addressing the problem. This is despite the fact that government every year sanctions water supply schemes for the district. The Rs 55 Crore Naigard Water Supply Scheme part 3rd failed to address the water crisis issue in the district due to the casual approach of the officials. In addition to Rs 55 Crore Naigard Water Supply scheme, two HRT water lifting schemes were also commissioned by the department. One of the schemes was funded by the NHPC, but HRT water lifting schemes remain defunct most of the time and work on 3rd water lifting scheme is still going on. |
