Why is Govt reluctant to axe deadwood? | | | Peerzada Ummer Early Times Report Srinagar, Feb 16: The claims of the state dispensation over weeding out the deadwood from the administration are falling flat with ground reports suggesting that the tainted officials are ruling the roost. In order to weed out deadwood from the state administration, the government had on July 1, last year cleared dismissal of 63 officials from their service. The process of preparing a list of tainted officials in the administration had begun soon after formation of government in 2015. Acting on recommendations of a high-level committee headed by Chief Secretary, and after being approved by the former Chief Minister Mufti Muhammad Sayeed, the government had approved termination of 63 tainted & incompetent officials. The helmsmen at that time had on record stated that this was just a start of the exercise to bring accountability into state governance, and that the same shall act as a warning to all corrupt officials. But with each passing day, the tainted continue to enjoy their day out in the government. Not only are they occupying the prized positions but are also least bothered about any action against them. Sources within the dispensation stated that since last year when the dismissal orders of the 63 tainted officials was prepared, no action against others was initiated and that the recommendations of the anti- graft bodies continue to remain shelved as they gather dust with each passing day. Sources divulged that though the chief minister had ordered the removal of several more babus from their official positions earlier, no follow up action was taken by those who were accorded the responsibility of the state. It was informed further that the officials, who were declared as deadwood and tainted by the state administration earlier, continue to occupy vital positions within the state administration. Reports informed that though there are cases of corruption and mis-use of the official position recorded in the files but the recommendations have been kept limited to the files only. Sources revealed that decks were cleared for the cleansing in revenue department. There were complaints mounting that no work is possible in the department if the palms of Patwaris are not greased. The government sources revealed the state dispensation was also mulling to launch special teams to investigate the personal/ Be-nami properties of revenue department officers, which were ought to begin from the lowest level to probe thoroughly their assets disproportionate to their incomes. But till date the teams are yet to be constituted. Interestingly, earlier, measures taken by Mufti had sparked a a ray of hope among the people of state that the government has something special in its kitty for them. The major decision to attach non performing, corrupt and tainted had in the first phase given a clear cut message to those at the helm of affairs in the administration to either work wholeheartedly, dedicatedly and honestly or to face the same music. It would be interesting to witness whether the dispensation would pick up the old threads or keep the state suffering at the hands of the corrupt and tainted. |
