Opinion divided on Vote on Account | 'Legislature has authority to ratify or modify the budget' | | Early Times Report JAMMU, Mar 14: In absence of popular Government as the Government under Governor's rule is in the process of finalizing the document, either in shape of Vote on Account or with proper sectoral allocations, opinion is said to be divided both among politicians as well as the financial experts as which 'path' is better for the State of J&K in present circumstances. Sources said the dispensation under Governor's rule is in haste of finalizing things with regard to budget not just for the fact that new financial year is about to begin, but also for allocation of funds for various sectors in time so that development works could get further fillip in the State. Sources also said that instead of Vote on Account which is expected in absence of democratically elected Government at present, the Governor NN Vohra may opt for proper sectoral allocation that will be followed by schematic allocation of funds in the next step. The funds would be allocated as per the requirement and priority, sources said, adding that the sectors and the works which are in dire need of funds would be accorded priority, as in routine process. However, there is concern from political quarters that this 'path' may not prove fruitful as the document would not be incorporating the views and suggestions of representatives of the people (MLAs), a step seen in normal process before presentation of a normal budget in normal circumstances. These suggestions and views would emerge during discussions held by Finance Ministry with the representatives of people as also the business community of the State, which is conspicuous by its absence this time, sources said. However, there are some quarters which suggest even as the Government at present decides to go ahead with either way, changes can later be incorporated or it can be ratified by the legislature, the latter being supreme authority to do so, sources said. While according to some experts legislature can only ratify the document prepared by the present dispensation, others argue it has the powers both to ratify as well as modify it, albeit only after the new Government comes into existence. They contend even though Governor assumes the power of legislature at present in absence of an elected Government, but he cannot replace the powers and authority of the legislature which is supreme in all respects particularly in amending the document details on expenditure on the basis of schematic allocation. |
