JAMMU, Mar 14: Government has directed Jammu and Kashmir State Sports Council to withdraw recognition of Jammu and Kashmir Olympic Association and constitute an adhoc body to look after its affairs in consultation with Union Ministry of Sports and Indian Olympic Association.
The direction has come from the department of Technical Education, Youth Services and Sports in response to the reports of the State sports council filed vide U O No. SC/124/110) dated 19.2.206 wherein, the Sports Council had reported to the Government regarding elections of the JKOA in violation of norms and guidelines. In its communication to the Secretary State Sports Council, the department of Technical Education, Youth Services and Sports has conveyed the administrative approval and acceptance of the report of the observers designated by the Sports Council to ensure that the elections of the JKOA were held in line with the laid guidelines. Pertinently, the three member panel of observers including BA Shah, Shiv Kumar Sharma and Ranjit Kalra had filed their report stating therein the brazen violation of norms.
While authorizing the Secretary Sports Council to initiate the process of constituting an adhoc body of the JKOA, the department has ordered withdrawal of recognition of the amalgamate of all sports association in J&K under Article 27 of the constitution of the State Sports Council. The Council has also been directed to ensure conduct of fresh elections of JKOA in adherence to the norms.
It is pertinent to mention here that there have been voices of dissent in the sports fraternity of the State against the office bearers of the JKOA who have stuck to their positions for decades and held sham elections time and again to elect themselves to the same posts despite clear guidelines from the Ministry of Sports GoI, IOA and State Sports Council. According to these guidelines, president and secretary have been restrained from holding office for more than 2 and 3 terms respectively. Besides, those above 70 years of age have been restrained from holding any positions in sports associations, while principal office bearers of JKOA have held their positions for three decades and are well above 70 years.
Withdrawal of recognition of JKOA has come close on the heels of resignation of its patron in Chief Dr. Karan Singh and patron Vikramaditya Singh who refused to be part of the JKOA body elected in violation of guidelines.
