Budget 2016: Govt forced to withdraw SROs | | | Jehangir Rashid
Early Times Report SRINAGAR, June 1: The state government was today 'forced' to withdraw the SROs issued by it after the presentation of the budget in both houses of State Legislature on May 30. The directions to withdraw the SROs came from Speaker Legislative Assembly Kavinder Gupta after the issue was raised by some of the members of the house. The speakers asked the government to ensure that the SROs are withdrawn and those are not implemented. This morning as the House assembled the leader of the opposition Omar Abdullah stood up and wanted the attention of speaker saying that the issue to be raised by him is serious and needs to be debated on the floor of the house. Omar accused the state government of taking the people for granted by issuing SROs. "Speaker sir the finance minister in his budget speech has used the word propose at many times. As such it is quite clear that the budget proposals would come into effect once the budget is passed by the house. But that is not to be since the government issued SROs in the evening of May 30 asking for the implementation of tax proposals at the earliest," said Omar. The leader of opposition said that SROs have made it clear that the tax proposals would be implemented in the state from May 31. He said if that is the case then there is no need for carrying out discussion in the House and the government wants to implement the budget proposals with passing of budget. "The government should have waited for the passing of budget and only then the tax proposals should have been implemented. Since orders for implementation of tax proposals have been issued there is no fun in carrying out discussion on the budget. We are all wasting time by deliberating on the budget proposals and I believe that we should stop the discussion," said Omar. On this the Finance Minister stood up and said that it is a practice that the tax proposals are implemented next day of the presentation of the budget. He said that the practice is followed at the central level and there is nothing new in the whole process. Congress leader and MLA Leh Nawang Rigzin Jora also echoed the concern raised by Omar and said that if the SROs had to be issued then there was no need for the members to take part in the discussion. He alleged that the government is taking the House for granted by taking such measures. MLA Gandhi Nagar, Sat Sharma of BJP said that although the SROs are issued after the budget presentation, however, since Jammu & Kashmir has a special place the same should be done after the passing of budget. Legislators like G M Saroori, Pawan Gupta, Sheikh Ishfaq Jabbar and Devinder Singh Rana also took exception to the issuance of SROs and demanded their immediate roll-back. Sensing that majority of the members are on the same page vis-à-vis budget proposals the speaker directed the government to order for immediate roll-back of the SROs. |
