Allotment of Rs 17 cr work? Veeri summons JKPCC MD

Srinagar, June 1: Taking cognizance of Early Times report published on Tuesday, Minister for Public Works Department (PWD) who is also Chairman of J&K Projects Construction Corporation (JKPCC) according to reliable sources summoned Managing Director (MD) of the corporation. Sources say that PWD Minister A R Veeri has sought an explanation from the MD for his role in allotment of the work for the construction of a bridge at Ganderbal.
As already reported by Early Times JKPCC allotted a contract amounting to Rs 17 Crores for the construction of a bridge at Watal Bagh in Ganderbal district to a blue-eyed contractor namely Bashir Ahmad Malik who is considered to be very close to Managing Director JKPCC Daleep Thusoo. Sources say that contractor was allotted the work in November last year by the MD.
"JKPCC used to allot works without tenders but soon after PDP lead Govt took over last year the process was stopped through a Govt order , but the MD JKPCC who has several cases of corruption pending before several agencies continues to violate the norms and allots works without issuing any tenders to his favourites" said Farooq Ahmad (name changed) a contractor working with JKPCC.
Sources say that Bashir Ahmad Malik was allotted several contracts by Daleep Thusoo while he was posted as MD JK Housing Board and Secretary J&K State Sports Council.
Pertinent to mention that Dalip Thusoo during his earlier tenure as MD JKPCC was accused of large scale bungling and according to authentic sources he is the officer who released 5 crores in advance during construction of Ganpat Bridge at Doda which is still incomplete even after a gap of 9 years. When the 5 crore money was released in advance the construction had not at all began say the reliable sources.
It may be recalled that in blatant violation of norms, the Jammu and Kashmir Projects Construction Corporation (JKPCC) has executed a multi-crore project without floating tenders in Doda district of Jammu during 2007. The details were sought under RTI Act around 5 years back.
The General Manager JKPCC in his reply vide official letter No: GM/J/3756-59 Dated 17-11-2011 had divulged that project valuing Rs 29.95 crore was allotted to a construction firm in Doda without inviting tenders
In another question, JKPCC replied that work was allotted to sub contractor M/s AK construction, builders and engineers 210 south block Bahu plaza in Jammu vide General Manager JKPCC Ltd. No: HC/ 2858-60.
JKPCC in its RTI reply clearly mentioned that Rs 5.09. crores were given in advance to the sub-contractor by the Corporation and till date (2011) Rs 1304.24 lakhs have been incurred on the work executed. The reply further said that work is expected to be completed within one and half year. But from 2011 till date, the work hasn't been completed.
In another query, he said JKPCC mentions that this work was allotted to the sub contractor in February 2007 vide GM JKPCC Ltd No: HC/2858-60 dated 19-2-2007 and as per allotment date of start to be reckoned from 1-12-2006. Regarding criteria of allotment, the letter further said that work was allotted to the sub contractor on the basis of recommendations of the committee constituted for the purpose vide order No: 2116-25 dated 19-1-2007.
"It is matter of grave concern as to how a work can be allotted prior to the constitution of recommendation committee. In this case it is clear that work was allotted in February 2007 and allotment was reckoned from 1-12-2006 whereas committee was constituted on 19-1-2007. This shows that JKPCC is working in sheer violation of norms, favoring one and rejecting claims of others by allotting such big projects without inviting tenders," said Dr Raja Muzaffar Bhat RTI Activist who had sought the information under RTI Act around 5 years back from JKPCC.
The allotment of contract to a blue-eyed construction company by the Congress lead Government in 2007 had ignored the rights of others besides larger competition in the field. The matter was brought to the notice of the former Chief Minister Omar Abdullah during his visit to Doda few years back by Abdul Majid Wani who was the then R&B Minister, but no action was taken against the accused officials including Daleep Thusoo. "The matter was brought into the notice of State Vigilance Organisation (SVO) as well but they seem to have taken a very soft stand on this issue" said Dr Mushtaq Khan Coordinator J&K RTI Movement.
