State Government not ready to learn any lesson from September 2014 flood
Maternity & Child Hospital to come up in flood prone area

SRINAGAR, Nov 12: The Jammu & Kashmir Government has not learnt any lesson from September 2014 flood and it is going ahead with the construction of some important buildings in the areas that bore brunt of nature's fury.
The State Government headed by chief minister Mufti Mohammad Sayeed recently gave its nod for the construction of Maternity and child hospital in the Bemina area on the Baramulla-Srinagar-Jammu national highway. The Bemina area turned out to be one of the worst hit areas in the last year's flood.
The entire Bemina area remained in the flood water for weeks together, but still then the people at helm are not ready to learn any lesson with respect to the future constructions. The proposed construction of maternity and child hospital is a significant rejoinder in this regard.
"The entire stretch of bye-pass right from Parimpora to Athwajan is not fit for any construction whether residential or commercial. It is an irony that most of the government offices are located in this stretch and further constructions are going on as well. The people associated with the issuance of permissions for the same are acting as lame ducks," said Mohammad Aslam, an engineer.
Like Aslam there are many other people who demand that stern action should be action against the officials of Srinagar Municipal Corporation and Srinagar Development Authority for giving permission to constructions in the areas where the same is prone to different hazards.
"The State Government should awake from the slumber and take corrective measures. The previous government did not pay any heed to the repeated pleas of town planners that construction should be barred in flood prone areas. This resulted into a situation wherein mushrooming of structures has taken place in the areas where there are maximum chances of flood," said Aaqib Ahmad, a civil engineer.
People in general believe that if the maternity and child hospital comes up at the designated place then it is for sure that patients along with the attendants would up against many odds. They said not only during the flood the patients and attendants would face tremendous difficulties whenever there is rainfall.
"The site where the maternity and child hospital is proposed to come up is a low lying area. As and when there is slight rainfall the whole area gets inundated thus leading to problems of people more so patients and attendants. One wonders who gives advice to the people at helm to carry out construction in flood prone areas and how they accept the advice as well," said Mohammad Irfan, a resident of Bemina.
It would be in place to mention here that some of the civil society activists had suggested to the government to utilize a portion of Children's Park located at back of new building of Lalded hospital here and construct the children's hospital there. However, the suggestion was not paid heed to and instead the government decided to follow the previous dispensation's plan of constructing the maternity and child hospital in the flood prone Bemina area.
