2 years on, digital documentation of forests remains a distant dream 11/13/2015 12:18:08 AM Arun Singh Early Times Report JAMMU, Nov 12: Brushing aside the directions of the Steering Committee issued more than two years ago, the digital documentation of the forest area before taking up Compensatory Afforestation on forest land remains a distant dream. Sources told Early Times the Steering Committee in 2011 had decided that before taking up area of forest for Compensatory Afforestation, its coordinates in terms of latitude and longitude was to be recorded and the existing condition of the area was to be documented in terms of photography/ videography as well as satellite imaginaries but despite lapse of two years, the department did not take any step to comply with the directives of the high level committee so that judicious use of the forest land be carried out.Apart from the directions of the Steering Committee, the Board of Governors had also directed for establishing a mechanism for satellite based Concurrent Monitoring of the State Compensatory Afforestation Fund Managment and Planning Authority.“Despite the dictate of the two high level bodies of the Forest Department, no Territorial Division took the follow up action regarding confirmation of Compensatory Afforestation through photography, videography and satellite, besides the mechanism for satellite based Concurrent Monitoring of the State CAMPA was also not ensured despite elapse of two years,” they added.The State CAMPA has failed to take measures to prepare an annual report which has to provide, inter-alia, details of various works done and amounts spent, details of amounts received by it from various agencies and observations made in the audit report.
