Kathua, Nov 12: To celebrate the National Legal Services Authority Day which is held every year on 9thNovember, a function was organized under the Chairmanship of Principal District and Sessions Judge, Sanjay Dhar who is also Chairman of the District Legal Services Authority Kathua.
The function was also attended by Deputy Commissioner Kathua Ramesh Kumar, Additional District and Sessions Judge Kathua Suresh Chander Katal, Chief Judicial Magistrate Deepak Sethi and Special Mobile Magistrate Kathua Naushad Ahmed Khan. The members of Bar and office bearers including Bar President, Kathua Arvind Kumar Gupta, strength of litigant, public besides PLV's were also present.
The proceedings of the function were conducted by District Judicial Mobile Magistrate Kathua Dinesh Gupta. On the occasion Retainer Lawyer Sourav Mahajan devolved upon the creation of Legal Services Authority from article 39-A of the Constitution of India and further apprised the gathering of the different categories entitled for the legal aid which included weaker sections of the society and especially abled persons. The income group with income less than Rs 25,000/- is also entitled to legal aid.
Another Retainer Lawyer Sunita Devi apprised the gathering besides elucidating the aforesaid guidelines also traced the history for the celebration of the first legal aid day held in 2005 in which creation of PLV's creating awareness among the public were elucidated. Special Mobile Magistrate Naushad Ahmed Khan stressed upon the need to educate other weaker sex, parents, public and relatives regarding provisions of the section 488 CrPC and Domestic Violence Act.
DC Kathua Ramesh Kumar while speaking on the occasion shared the practical difficulty in educating the masses. He also threw light on the essence of knowing the legal rights and need to educate people so that their exploitation can be discouraged.
Chairman, District Legal Services Authority Kathua Sanjay Dhar while delivering the key note address started from the creation of Legal Services Authority in J&K, establishing of 12 different legal aid clinics in the different parts of district Kathua.
Dhar further stressed upon the need to make the people aware about their legal rights and ways to get it implemented, in the courts as well as educate the people to get benefits arising out of various government policies and schemes. In addition to this he also stressed upon the need to train Retainer Advocates and Para Legal Volunteers (PLV's) regarding the act's beneficial to the public at large.
He further stressed that the duties of the legal services authority also includes giving help to the persons suffering from calamities and educate the people regarding centrally sponsored schemes MGNREGA.
The vote of thanks was presented by the President Bar Association Kathua. After the celebration of Legal Services Day and completion of Legal Awareness Camp, a Lok Adalat was hled in the District Courts Complex, Kathua in which two benches were constituted and cases pertaining to Civil Nature, Motor Accident Claims, petty offences including traffic Challans etc were taken and disposed off.
