Laying OFC in Rajouri hampers BSNL services | | | Early Times Report Rajouri, Dec 16: Frequent damage to BSNL's OFC network by the contractors laying new OFC on Rajouri-Jammu highway have irked the BSNL subscribers as well as district administration as the routine work was being hampered in the absence of broadband and telephone services. Annoyed over frequent damage to OFC network Deputy commissioner Rajouri has directed the SSP to lodge FIR against the contractors who were found in damaging the OFC. Most of the roads in Rajouri district especially Jammu-Poonch highway and Rajouri -Kotranka-Budhal-Reasi roads have been damaged by the Telecom Companies including Bharat Sanchar Nigam Limited (BSNL) and Bharti Airtel Ltd for laying Optical Fiber Cable (OFC). As per rules and guidelines reportedly the contractor engaged in the cable laying activities can't dig the road sides by pressing JCB machines and they have to hire labour for these works. But on Jammu-Poonch highway and from Rajouri to Jammu contractors have deployed many such JCB machines instead manual labour. The special OFC cable is being laid by the BSNL authorities and the company have hired many contractors to lay the OFC cable . The contractors in order to save time and money and to avoid inspection by the concerned officers, have been digging the road sides during late evening and late night hours. Digging by JCB machines have several times damaged the already laid OFC cable of BSNL resulting in snapping of telecommunication services of BSNL including Broad Band, Land Line and Mobile connectivity several times during November and December months. BSNL subscribers in Rajouri and Poonch districts have been facing many problems for days to gather in the absence of BSNL services/network. "After several complaints of damage to OFC cable network by the JCB machines resulting in frequent snapping of BSNL communication services, instructions have been issued to Senior Superintendent of Police (SSP) to lodge FIR against those contractors who will be found responsible in damaging the OFC" said Shabir Ahmed Bhat, Deputy Commissioner. Similarly, the contractor laying OFC cable for Bharti Airtel Ltd Gurgaon between Kotranka and Luni Daraman in Kotranka tehsil in Rajouri district has been directed to stop the work immediately following several complaints of huge damage to already under construction road. In this connection today on the direction from the Deputy Commissioner a notice has been issued to Bharti Airtel by Sukhpal Singh, SDM , Kotranka . Pertinently, under construction Rajouri-Kotranka-Budhal road is in very bad shape and the contractor after non-procedural work of trenching has further damaged the road thus making it venerable for accidents. "Keeping in view the security of the lives of the general public district administration has warned strict action including seizure of machinery of the contractor in case of any non-compliance of the order" said Sukhpal Singh SDM |
