Health Deptt faces manpower shortage as docs prefer GMCs
Repeated orders of HME ignored

Jammu, Dec 16: Most of the doctors from Health Department are enjoying plum postings at Government Medical Colleges in two capital cities of the State. Moreover, repeated orders issued by the Department to principals of the GMCs to relieve them have not been obeyed.
According to documents available with Early Times since October 2015, three orders have been issued by the Health and Medical Education (HME) department asking Principal GMC Srinagar and GMC Jammu to relieve those doctors on deputation and training reserve that have completed three years.
"The department has been grappling with the ways to address this situation and has been analyzing the factors which have led to such a situation. During the critical review of the man-power availability, it has come to fore that against the permissible quota, as per the recruitment rules issued vide SRO 325 date 12/7/2013, only ten percent of doctors are allowed in the form of deputation reserve four percent and training reserve six percent. The latter category comprises doctors, who can proceed for undergoing registrar-ship, senior-residency, demonstrator-ship, post-graduation and super specialty courses", Govt circular no 6-HME of 2015 reads, adding that against the permissible quota of the training reserve almost four times the number of doctors are already pursuing different kinds of training courses outside the Health Department. "This has resulted in a severe deficiency of Medical Officers and Doctors being available for serving the population in the rural areas and peripheral urban units", the circular reads.
In another order the HME reminded Principal GMC Jammu to obey the circular issued in month of October, 2015. "Kindly refer to the instructions issued by the Health and Medical Education Department vide Circular No. 05-I-IME of 2015 dated 19-10-2015 and Circular No. 06-HME of 2015 dated 19-10-2015, wherein it was impressed upon the Principals of both the Medical Colleges of State to relieve all such doctors and Medical Officers who have already completed their Registrar-ship, Demonstration-ship, Senior Residency and Post Graduate courses, and are still continuing to serve in the Medical Colleges", reminder issued by HME dated November 19, 2015 reads.
It further said that no response has been received in this regard till date. "Accordingly, I am directed to request you to kindly furnish the status of number of such doctors and Medical Officers who have completed their course and have been relieved/not relieved through return fax today positively", the reminder reads.
Astonishingly, the HME department had already asked the Principal GMC Srinagar to relieve registrar and demonstrators. "Vide letter No HD (GanGen-188/2010 dated 21-07-2015 you were requested to relieve all such doctors immediately who have completed their three years tenure, but no response has been received from your end till now, I am accordingly directed to request you to furnish action taken report in the matter through return fax today positively", reminder issued by Under Secretary to Government, HME department reads.
