DDC seeks action over illegal constructions near Poonch fort | | | Rajesh Tendon Early Times Report
POONCH, Dec 16: Taking cognizance of a news report published in this newsppaer regarding illegal constructions near Poonch fort, the Deputy Commissioner Poonch Mohammad Harun Malik directed the Chief Executive officer Poonch Dev. Authority ad CEO Municipal Council to ensure that these constructions are stopped and demolished. When this correspondent approached CEO PDA Pawan Singh Rathore, he said, "I am not an authority but DDC Poonch is an authority under director Archaeology and he has to take action and not me" . Pertinent to mention here that as per the act under SEC 20 A (Every area beginning at the limit of the protected area of protected Monuments, as the case may be and extending to the distance of 100 meters in all direction be prohibited area in respect of such protected area "No construction Zone). SEC 20 B (Every area, beginning at the limit of prohibited area in respect of every ancient monuments and archaeological site and remain, declared as of national importance under section 3 and 4 and extending to a distance of two hundred meters in all direction shall be regulated area in respect of every ancient monuments and archaeological site) SEC 30 A (Any construction in the prohibited area, shall be punishable with imprisonment not exceeding 2 years or with fine which may extend to one lac rupee or both. Any construction / dumping of building material / installation of Rehari / Phari or hoarding within above said limit in all direction is strictly prohibited". Where as a social worker S. Kamaljeet Singh who fought for name of Poonch hospital as Raja Sukhdev Singh hospital while talking to "POONCH Reporter , said, "former CEO PDA Ashok Bhagat was an efficient officer and he took many strong decisions against illegal constructions near heritage buildings but how this present CEO PDA is saying that he is not an authority and DDC is authority. It seems that administration is damaging our ancient heritage buildings and I am going to fight tooth and nail against the wrong doers" added " I also appeal to the people of Poonch to come forward to protect our ancient monuments". Now the question arises why CEO PDA and CEO Municipality did not comply the order of DDC Poonch. CEO PDA even said in lighter vein why DDC Poonch sent a letter to him because laws says that CEO is not an authority but DDC is authority. Well time for administration to ponder over the issue and to ensure that such illegal constructions should not be encouraged anytime and a tough action is the need of the hour. Moreover DDC has to direct his officer to comply with his order on ground else people will lose faith in the institution of governance. |
