Ex-Govt's decision to hold exam for Class 8th puts SIE in trouble

SRINAGAR, Dec 16: The decision of previous National Conference-Congress coalition government in the state to hold examination last year for class eighth despite flood in Kashmir has landed State Institute of Education (SIE) in trouble since allegations have been leveled against SIE officials that they embezzled an amount of more than one crore. As the previous coalition government decided to go ahead with the examination despite flood and did not pay any heed to requests that mass promotion should be given to students other than those studying in class 10 and 12, the SIE officials collected Rs. 100 each from students who were going to appear in class eighth examination in March this year.
However, as the Peoples Democratic Party (PDP) and Bharatiya Janta Party (BJP) formed the government in March it was decided that promotion would be given to students. As such no examination whatsoever was conducted for class eighth as well. But by this time the SIE had printed the question papers and the answer sheets as well. Talking to Early Times an official of SIE said that money received from students of eighth class was sent to the respective cluster heads so that process of examination is taken to the logical conclusion. The official said that by the time PDP-BJP government announced that mass promotion would be given to students, examination papers and answer sheets had already been printed. "Preparations for a particular examination are started well in advance and it is not done overnight. As the previous government decided to hold examination in March this year we asked the students to pay Rs. 100 each as charges for printing of stationery. The amount received under this head was consumed to a great extent despite the fact that examination was not conducted," said the SIE official. The SIE official while rebutting news that appeared in a section of media that a scam of Rs. 1.2 crore has surfaced in SIE said that no such thing has happened. He said the amount that is lying with them on account of printing of stationery for last year's eighth class examination has been kept in safe chest and was utilized in this year's eighth class examination.
"Out of Rs. 100 that SIE receives as examination charges Rs. 45 is given to the cluster head for carrying out evaluation and other related matters of examination. The remaining Rs. 55 is given to the respective DIETs. The DIETs keep Rs. 35 with them while as the remaining Rs. 20 is given to the SIE," said the SIE official.
The SIE official said that since they have to print at least six lakh question papers for the students the amount received by it gets paid in the same. He claimed that they have been receiving Rs. 100 as stationery charges from the students for the past six years.
