Jammu, Jan 11: In major breakthrough, nexus between transport department, Police agents involved in sale and purchase is exposed, as ARTO transferred vehicle, with seeking NOC from Bank. Moreover, playing its role in the nexus, police lifted the vehicles' and without registering any case, returned to agent to sell again. Sources informed Early Times that with connivance of ARTO Samba and SHO Vijaypurand, Sohil Ahmed was a kingpin running a nexus and fleecing innocent people. The kingpin is running sale and purchase of vehicles, while ARTO and SHO give him, safe passage in fraud. They said that, one Thoru Khan, a resident of Gujjar Nagar Jammu had purchased a car (Polo Volkswagen) from Sohil Ahmed son of Gulzar Ahmed resident of Iqbal Chowk, Gujjar Nagar, (an agent for sale and purchase of vehicles) in February 2014. "Thoru Khan, had paid seven lacs rupees in installments to agent Sohil Ahmed, and last installment was taken by the agent by providing RC, issued by ARTO Samba." Sources said, adding that unaware about foul play, the buyer caught in trap of nexus. "The vehicle was actually owned by one Zorawar Singh, a resident of Samba, who was defaulter of Grameen Bank, Swankha More, Samba for not paying installments of loan taken for the vehicles", the sources said, adding that happened too in absence of owner the vehicle Zorawar Singh who was behind the bars in Narcotic case at Kapur Thala Punjab. "Since the loan against vehicle was not paid to Bank, the ARTO Samba without NOC from the Bank, transferring vehicle issued new Registration Card in favour of Thoru Khan", sources said, adding that in January 2015, another owner of vehicle Zorawar Singh appeared, after that SHO Vijaypur in a self-styled manner deputed ASI Girdhari Lal and constable Manzoor Hussain to Gujjar Nagar who lifted the vehicle of the complainant without the knowledge of the complainant. "Unfortunately, the vehicle remained with SHO Vijaypur Ajay Singh lifted the vehicle without seizure registered in the police station. He kept the said vehicle with him by illegal means and used it for 20-30 days for personal use", they added. They further said that the victim of nexus, filled a case before state vigilance organization, but nothing has been done so far. "However, both the police officials (ASI Girdhari Lal and Constable Manzoor Hussain from PS Vijaypur) were called by vigilance and duo in their statement accepted that on direction of SHO, the car was lifted, however no case of seizure was registered", they added. Sources also alleged that after brief verification the case forwarded to Inspector General of Vigilance for seeking registration of FIR in the case. "Paradoxically, the IG instead of issuing order to register case, directed his subordinate to close the case", sources alleged, adding that it seems that there are big fish in the nexus, and to save their skin no agency is taking action against the cheaters. They said that attempts are being made government agencies to save the then ARTO Samba, the then SHO Vijaypur and the kingpin of nexus. |
