ARTO, Police, agent nexus surfaces in Samba | Second hand vehicles on sale! | | Close the case, orders IG Vigilance

Jammu, Jan 11: A major scandal involving a Police officer, Assistant Regional Transport Officer (ARTO) and an agent has created ripples in the official circles. Sources told Early Times that nexus between transport department, Police and agents came to fore recently when a complainant approached the State Vigilance Organization to narrate his ordeal. Sources said that a man dealing with sale and purchase of second hand vehicles in connivance with ARTO Samba and SHO Vijaypur have fleeced many innocents by selling them the hypothecated vehicles without seeking No Objection Certificates from the bank. "After selling these vehicles police used to seize these vehicles and return it to the agent for selling it again in the market," sources alleged. They claimed many such cases were not reported as victims were allegedly intimidated by the Police. However, One Thoru Khan, a resident of Gujjar Nagar Jammu recentlt approached SVO claiming that he had purchased a car (Polo Volkswagen) from Sohail Ahmed son of Gulzar Ahmed resident of Iqbal Chowk, Gujjar Nagar, (an agent for sale and purchase of vehicles) in February 2014. Thoru Khan said, that he had paid Rs seven lakhs in installments to the agent Sohail Ahmed, and last installment was taken by the agent by providing RC, issued by ARTO Samba," he said. Adding that unaware about foul play, the buyer was caught in trap of nexus between the agent, Police and ARTO he remained content with the fact that his vehicle is genuine. "The vehicle which was sold to Thoru Khan was actually owned by one Zorawar Singh, of Samba, who was defaulter of Grameen Bank, Swankha More, Samba as he had failed to pay installments of loan taken for the vehicle", the sources said. Zorawar Singh, according to the sources, couldn't pay the installments as he was arrested by Police in connection with narcotic case at Kapur Thala Punjab. "The ARTO Samba without seeking the NOC from the Bank, issued new Registration certificate in favour of Thoru Khan", sources said, adding that in January 2015, another owner of vehicle Zorawar Singh appeared after that SHO Vijaypur send a police team comprising ASI and constable to Gujjar Nagar who seized the vehicle of the complainant without his knowledge. "The vehicle remained with SHO Vijaypur Ajay Singh without seizure registered in the police station. He kept the said vehicle with him and used it for 20-30 days", sources added. They said that the victim of nexus filled a case before SVO but no action has been taken so far. "However, both the police officials from PS Vijaypur were called by SVO and duo has accepted that on directions of the SHO, the car was lifted, however no case of seizure was registered", they added. Sources also alleged that after brief verification the case was forwarded to Inspector General of Vigilance for seeking registration of FIR in the case. "Paradoxically, the IG instead of issuing order to register case, directed his subordinate to close the case", sources alleged, adding that it seems that there are big fishes involved in the nexus, and to save their skin no agency is taking action against the accused. They said that attempts are being made government agencies to shield the then ARTO Samba, the then SHO Vijaypur and the kingpin, the agent. |
