Reserving 25% quota in pvt schools : Hope JK follows Delhi! | | | Srinagar, Jan 11 : As AAP Government in Delhi is enforcing 25 % reservation quota for poor students in private schools , various parents, associations, activist groups and students have urged upon the authorities to issue similar circular in J&K state so that poor and under privileged students are able to seek admission in private schools free of cost. In addition to enforcing 25 % quota the Delhi Government has abolished all the quota system and donations for admission to nursery-schools. "We hail the decision of Delhi Government for abolishing quota system in private schools and enforcing 25 % reservation to economically weaker sections of society , we hope our Government will also try to issue similar orders as private schools are fleecing parents and poor students are hardly given any reservation" said Umar Javaid RTI Activist who is fighting a legal battle against private missionary schools before State Information Commission (SIC). Pertinently Delhi government on Wednesday scrapped management and all other quotas except for the Economically Weaker Sections in private schools for nursery admissions, putting 75 per cent of total seats in the open. The Government has warned the managements of these schools flouting the order would be taken over by the education department. After a Cabinet meeting, Chief Minister Arvind Kejriwal said management quota has been the breeding ground for "biggest scandal" in the education sector in the country, asserting that his government will not be a "mute spectator" to it. He said the government has decided to scrap 62 "arbitrary and discriminatory" criteria listed by the schools on their websites for admissions. The criteria abolished by the government ranged from -- first born child to parents education to parents' achievement. The government made it clear that there cannot be any screening of the children or their parents. "The Delhi Government has taken a decision to scrap the quotas and 75 per cent of the total seats except 25 per cent for the Economically Weaker Section (EWS), will be up for grabs by all admission seekers. Certain criteria put out by the schools were "very shocking" and in violation of Article 14 of the Constitution relating to equality before law" said Kejriwal during the press conference . The decision by the government came in the midst of the admission process for nursery classes in over 2,500 private schools in the national capital. "Management quota is the biggest scam. 75 per cent admissions in the private schools will be under open category in Delhi now , other than EWS category, there will be no other quota" Chief Minister added. " We appeal Director School Education Kashmir (DSEK) to make private missionary schools like Biscoe Mallinson , Burnhall and Convent accountable. These schools earn crores every year and around 200 kanals of Govt land has been provided to these schools by Government that too free of cost. But unfortunately there is no reservation for Economically Weaker Sections (EWS) of society in these schools , we hope DSEK will think over this issue very seriously" said Dr Mushtaq Ahmad Convener Kashmir Private schools parents forum . "It is worthwhile to mention here that recently Director School Education Kashmir Dr Shah Faesal directed a renowned private school to admit a bright student belonging to Economically Weaker Section whose both parents are said to be deaf and dumb. The Directors’ orders were implemented by the school and the student got admission without being charged any fees. "We hope Govt adopts a strong policy to ensure 25 % reservation in pvt schools for weaker sections of society " said Tasqduq Itoo, RTI Activist and a student of MBBS. |
