VLWs from RDD without salaries for 10 months | | | Akshay Azad Early Times Report
Jammu, Jan 11: Apart from contractual employees of various government departments who are without salary for the last many months, scores of Village Level Workers (VLWs) of Rural Development Department (RDD) are also yearning for salaries for last 10 months, causing grave financial problems for these employees. The delay in release of salaries is direct consequence of the failure of Block Development Officers (BDOs) of various blocks of Jammu province to project these VLWs in their budget plans to administrative departments. Several VLWs informed Early Times that majority of these VLWs, who have been waiting for their salaries for the last many months, were newly engaged in the department. "In the month of March 2015, we the newly engaged VLWs had joined the department besides those who were in the waiting list had joined in the month of June", a VLW said, adding that in the beginning month of last year, hundreds of VLWs had joined the department in various districts of state. These VLWs are the field functionaries of the department, who shoulder the responsibility of implementing various centrally sponsored schemes including Swachh Bharat Abhiyaan, Indira Awas Yojna, Mahatma Gandhi National Rural Employment Guarantee Scheme, construction of lanes, drains, maintenance of ponds, wells, panchayat ghars beside other works. "We have to visit various villages for the implementation of schemes, which consumes financial resources but we are without any salary, leaving us totally depend on our families or friends for any financial requirement", a VLW said. Another VLW said that the engagement on government job had raised very positive hopes but for time being all were shattered. "I have to pay school fee of my children and also require money for daily engagements and for social functions. How many people can lend me loan", another VLW rued, adding that whenever they asked from the Account officer, they gave very vague reply, saying that whenever the salary would be released, same would be paid to them. Lambasting the department, the angered VLW said that the verification and other formalities were already completed and even many VLWs have already left the job after their selection in the teacher list but their salary was still pending. An official of RDD pleading anonymity said that last year the BDO had projected the number of VLWs as 200 but in the revised budget estimates the number swelled to 700. "These VLWs are as per new pension scheme and the share of budget for NPS is yet to be paid by the state government, due to which the salary is being delayed", he said, adding that if their projection would be done in the previous budgets, the salaries would be released. Director of Rural Development Department, Manohar Lal Raina said that they have taken up the matter with the Finance department. "The NPS share of these employees is to the tune of Rs. 1.65 Crores. On 8th of January, we had a meeting but due to demise of Chief Minister the meeting didn't held", he said. He further said that they have already taken up the matter with the Administrative department and the Finance department has reportedly clear their proposal and if the NPS share would be released, soon the salaries would be paid. |
