Despite cabinet order distance mode PG appointees not given promotion

SRINAGAR, Jan 20: State members of Jammu & Kashmir Post Graduate Forum (JKPGF) have warned authorities of serious consequences if justice is not delivered to them. The Forum has decided to knock the doors of High Court against the school education department, if the justice is not given to them.
The Forum members said that that state government in a cabinet decision shaped SRO 252 dated 30/05/2012 which clearly allows in service incumbents fully eligible for promotions who have acquired PG Degrees through distance campus mode.
"Despite various objections by regular students the state government in a cabinet decision in 2012 brought SRO 252 into light which laid criteria for the validity of PG degree in science stream (posted separately)," said Forum members.
They said that SRO 252 held the Annamalai University passed out in service masters eligible for promotions as I/C lecturers but, the authorities have denied thousands of teacher's masters their right.
"The court has also issued directions prior to appearance of SRO 252 to include these degree holders when ever promotion are contemplated but the bureaucrats at present issued the promotion list in the discipline of Zoology and Botany dated 30/10/2015 in which people falling in SRO 2523 have once again dropped and have been denied departmental promotions, elevation as IC Lecturers," said Forum members.
The irony is that list was out on October 30, 2015 and Director School Education (DSE) Jammu asked for submission of particulars on 31/10/2015 to establish the final seniority list, alleged the Forum members.
"The education department issued permission to the willing in service teacher subject to the conditions that the leave taken by them be entered in the service books of the teachers, this practice remained continued for past many years and such degree holders were elevated by the department to the next higher ranks," said Forum members.
The Forum members quote the government order no: 252-HE of 2012 dated 30/12/2015, which reads that the case of those PG Masters/Teachers who have done post graduation through distance mode will be considered after verification of their documents and fulfillment of criteria laid down by the concerned department.
