Jammu, Jan 20: Synonymous with the chill of winter, the Civil Secretariat today presented a deserted and dull look , an impression to the outsider that it was a holiday. Bad weather conditions made entire hierarchy stay away from work. Attendance so registered was very thin and those few present huddled themselves around heating gadgets as a result of which no substantial work was seen in any of the department. The Secretariat in the winter capital bustled with activity last week when Governor NN Vohra assumed office after imposition of Governor's rule in the state, bring back hope to many it would function smoothly. But that was not to be. Sources said the imposition of Governor's did generate some enthusiasm and a sense of discipline in terms of punctuality and regularity in the offices among the employees. However, with unfolding of political developments outside the seat of governance, the enthusiasm of both babus, high level officials as also the employees in general waned as these triggered an atmosphere of political uncertainty and rumours in the corridors of Secretariat, sources said. While work and functioning that kicked off with holding of a couple of meetings and visits of Governor to the Secretariat continued for few days, it did not last longer. With weather conditions getting harsh for the last two days, this reversed the momentum of work and punctuality seen during last week, said the sources adding that many employees have gone on leave combining it with the weekend and forthcoming Republic Day holiday. Today the official chambers remained empty with most of the officials either on holiday or registering presence just for the sake of the attendance, said the sources. Even as the Governor NN Vohra on the very first day gave strict instructions on ensuring punctuality and complete adherence to work hours in the Secretariat, this culture remains elusive. Sources said higher authorities have been asked to compile attendance of the employees manually as the Biometric system so installed remains dysfunctional for a long time. Sources said lakhs of rupees have been spent on installation of this system but it remains useless as on date nor are any efforts being made by the concerned department to restore its functionality. This state of the system turns out to be boon for those who believe in skipping the work hours and have resorted to such culture fore years, said the sources. |
