Politicians ask CB to go slow | 'Illegal' appointment of JKAACL PRO | | Akshay Azad Early Times Report JAMMU, Jan 20: In the backdrop of preliminary investigation being conducted by Crime Branch against alleged illegal appointment of Shakeel-ur-Rehman as Publicity cum PRO in Jammu and Kashmir Academy of Art Culture and Languages (JKAACL), efforts are reportedly on to influence the investigating agency to go slow. Sources informed Early Times that some politicians have been trying to influence the Crime Branch to go slow on the case . On being asked about the investigation, former Secretary of Academy Haroon Rashid said that he was called by Crime Branch for questioning on a complaint filed by someone and he had given his reply. "It is upto them to decide", he said. Pertinently, the Academy of Art Culture and Languages had submitted an enquiry report, conducted over the appointment of Shakeel Ur-Rehman as PRO cum Publicity Officer to Governor NN Vohra and the Crime Branch had also initiated probe into the case, over a complaint recently. In the complaint filed before Crime Branch, the complainant had given reference of the enquiry reports submitted by Academy to Chief Minister (President of Academy) and Governor NN Vohra. The complainant had also mentioned about the letter forwarded by Governor Secretariat J&K Raj Bhawan Jammu vide letter No. GS-PRPL-Secy/T/2015/57 dated 22/01/2015 addressed to Commissioner Secretary, Tourism and Culture with the directions to submit a report on the issue before 28/01/2015 positively. The letter from Governor Secretariat said that "it has been alleged that Syed Shakeel Ur Rehman has been appointed as Publicity cum PRO in J&K Cultural Academy illegally in violation of rules and these allegations are stated to have been proved in a report submitted to the then Principal Secretary to Chief Minister by Academy of Art, Culture and Languages." The complaint had alleged that qualification for the post was altered by the then Secretary, besides Shakeel-Ur-Rehman was allegedly not eligible for post as he had done his one year diploma course in Journalism from IGNOU on 13/4/2009 and he was not eligible on the date of advertisement of post. The complainant had alleged that there was no mention of written test in call letters sent to candidates and it was also mentioned in the report submitted before Governor, which reads, "The call letters sent to candidates do not mention written test to be conducted. It only speaks about interview to be held." The report further reads," Marking for experience segment reveals that candidates with experience of working with much reputed organizations were given lesser marks than the selected candidate (Shakeel-ur-Rehman). For instance with allotment of Roll No 0072 who is shown to have the experience of working with National and International media organisations includes BBC, NDTV and Indian Express is given only 4 Marks out of 10 while the selected candidate having worked with Doordarshan, Radio Kashmir and Kashmir Images (a local news paper) is given 9 out of 10 Marks." The Academy report submitted to Governor and Chief Minister's office reveals, "No expert or professional appears to have been engaged to evaluate the answer papers of the candidates even as the subject is considered to be a highly professional one. Instead, the invigilation staff of examination was asked to evaluate the answer papers of the candidates". The complaint had also alleged that the Academy authorities were in hurry to appoint Shakeel-Ur-Rehman as Publicity cum Public Relation officer. "The advertisement was issued on 15.09.2009 and the selection was made on 26.10.2009, that is the whole process of converting the post and recruiting the candidate in just 38 days. Again the purpose was to select the candidate before the implementation of the new recruitment policy which was implemented from Jan 1, 2010". In the complaint, it was also alleged that the selectee had joined on the same day. "The Academy issued appointment order vide Academy Order No 63 dated 11.11.2009 regarding selection of Shakeel ur Rehman as PRO. The appointment letter was given to him "by hand" as the selectee joined on the same day that is 11.11.2009 in Jammu. Moreover, there were a lot of other allegations levelled by the complainant, who had also given the reference of the reports submitted by Academy. Crime Branch, Inspector General of Police, Muneer Khan said that the preliminary investigation in the case was going on and after the completion of preliminary inquiry, it would be decided that FIR would be registered or not. He out rightly rejected the alleged reports of any type of pressure being exerted by anyone to slow down the investigation. |
