On illegal deputation, teacher drawing salary in absentia
1/20/2016 11:49:55 PM
Early Times Report

Jammu, Jan 20: Violating all norms, Gujjar & Bakerwal Advisory Board has not relieved a teacher on deputation for the last more than 6 years and interestingly even Board does not know his whereabouts for the last one year but the teacher is drawing salary from the government exchequer without performing duty. Sources said that although education department is already facing acute shortage of teachers in Jammu, a teacher namely Surinder Kumar Negi R/o Rehari Jammu working in School Education Department was deputed in J&K State Advisory Board for welfare of Gujjar and Bakerwal students. However putting aside all norms of deputation of government employee, Board has retained the same employee for the last 6 years. There are set rules for deputation of government employee from one department to another and an employee under rules can be deputed initially for one year which can be extended upto two years. However in this case, government has violated all norms and deputed this employee in the Gujjar Hostel at Jammu from where former Vice Chairman Bashir Ahmed Naz further deputed him in his office as Personal Assistant. Although rules were already violated now it is interesting fact that neither J&K School Education department nor Gujjar Hostel know whereabouts of the employee but highly placed sources in Gujjar and Bakerwal Advisory Board revealed that even Board is not aware about the whereabouts of the employee who is on unauthorised absence for the last one year. Sources said that even though the employee is absent from duty, he is drawing salary from the government exchequer. Sources added that neither education department nor Board has taken any action against this unauthorised absence of employee.
Meanwhile Director School Education Samita Sethi when contacted said "We are looking into such cases of over stay and definitely remedial measures would be taken in this case".
