JAMMU, Jan 20: In a report submitted to the state vigilance commission (SVC), the special secretary of housing and urban development department (H&UDD) has alleged that series of bungling and misdeeds had been committed in JDA, particularly in the allotment of 250 kanals of land to Krishna Hiranand (KHN) Memorial Trust for the establishment of a medical college and hospital. The SVC had come to know about the alleged bunglings through a complaint lodged by a man against then JDA VC. It had directed H&UDD commissioner to enquire into the matter. The report obtained prima-facie revealed series of bunglings and misdeeds committed by JDA, particularly in the allotment of land measuring 250 kanals to KHN Memorial Trust for the establishment of a Medical College and Hospital sans government approval and in violation of existing rules and norms. In addition, the inquiry report divulged many baffling facts and many missing links for which no satisfactory explanations were made available. Accordingly, the commission summoned H&UDD Special Secretary Anuradha Wazir, who appeared personally before the commission yesterday and sought time for getting all details as asked for by the commission. The time was granted with the direction to submit the requisite report personally on next date of hearing. Besides submitting the report, the special secretary also presented a copy of the January 9, 2016 order issued by JDA vide No Sec/JDA/PS/905-07, where under the lease deed with respect to land measuring 250 kanals earlier allotted in favour of KHN Memorial Trust was cancelled in pursuance of the inquiry and after ascertaining that Dr B D Sharma, president of KHN Memorial Trust, had failed to furnish the required proof of being a citizen of India and permanent resident of J&K in terms of Section 3 of The Citizenship Act, 1955 read with The Constitution of J&K, 1956, in response to a show-cause notice dated December 28, 2015 served upon him by JDA. Also as per the provisions of J&K Land Grant Act, 1960, a permanent J&K resident is "sine quo non" for grant of land. |
