AJKAOWF holds central executive council meeting Replacement of director Agri by KAS officer resented 2/29/2016 10:45:18 PM Early Times Report Jammu, Feb 29: Central Executive Council of All Jammu & Kashmir Agriculture Officers Welfare Forum (AJKAOWF) resented over replacement of Director CAD Jammu and Director Agriculture Kashmir with KAS officers instead of HoDs of concerned department. According to pres release, the meeting was held at Krishi Bhawan Talab Tillo Jammu under the Chairmanship of its President Vijay Kumar Upadhaya and placed on record the deep anguish and resentment brewing amongst the officers' of the Agriculture Department. In a recent decision of the administration to replace the Director CAD Jammu and Director Agriculture Kashmir with KAS officers, going against the earlier stated policy of the erstwhile Mufti government to place the Technical Heads as HOD'S of professional Departments. The posts of Director Agriculture are purely technical and belong to Agriculture Gazetted Service rules issued vide SRO 179 dated 02/06/1988 in schedule I reflecting the cadre strength. Planning Commission, GOI (1976) has also structured Agriculture Department as Technical Department to be manned and headed by competent Technical professionals. AJKAOWF deplores that instead of streamlining and strengthening the department with respect to non-settlement of long pending seniority/DPC; the pivotal positions of HoD's are being replaced by non-professionals. Earlier seven Director level posts were manned by Agriculture professionals viz Director Agriculture Jammu, Director Agriculture Kashmir, Director CAD Jammu, Director CAD Kashmir, Director Rural Sanitation, Director Enforcement and Director JAKFED.   Share This News with Your Friends on Social Network     Comment on this Story
