KPS officers yearn for cadre system in dept, file gathering dust

SRINAGAR, Feb 29: Kashmir Administrative Service (KAS) and Kashmir Police Service (KPS) officers belong to the same cadre, but till the KPS officers in the state are waiting to be classified under this cadre so that they get elevated to a higher position at the right time.
Early Times has learnt from sources that the file pertaining to proper cadre management of KPS officers is pending with the Home department for more than one year now and there is no headway on it. They said that the manpower audit has also not been carried out in the police department.
Sources said that KPS officers have to virtually 'beg' for their promotion while as their counterparts in the state administration get promoted on due time. For years together, the KPS officers remain stagnant with no promotional avenues available to them due to the 'laid-back' attitude of the people at the helm.
"Both the KAS and KPS officers come under the gazetted services and are entitled for a promotion after five years. While as the promotion of KAS officers takes place on time there is no such provision for the KPS officers. Normally these police officers don't know when they will get elevated to the higher position. They are not able to keep a tab on their promotion prospects and as such lag behind their counterparts working in the administrative line," said sources.
The sources said that both KAS and KPS officers get appointed on the pay scale of Rs. 9, 300-34, 000 with a grade pay of Rs. 4,800. While the KAS officers get elevated to the time scale of Rs. 5,600 after five years of their appointment the KPS 'yearn' for it for years together. Most of the KPS officers get the time scale of Rs. 5,600 after a gap of 10-12 years.
"The basic and biggest problem being faced by KPS officers is that there is no cadre based system in the department. In the absence of cadre based system the promotions never take place on time and there is a delay in this whole process. Since the police officers cannot form an association their problems remain unattended and as such they continue to suffer," said sources.
Sources said that the promotion of police officers takes place due to their proximity with the higher rank officers with the proper system being followed in selected cases. They said that lobbying takes place at the Police Headquarters either at Srinagar or Jammu for promotion of the police officers.
"There is a proper seniority list which leads to promotion of people in all the departments, but not in the police department. Since there is no cadre system the officers never know as who got appointed when in the department. The case is worse with respect to the Deputy Superintendents of Police (DySPs) since there is no seniority list for such officers. There is no fixation of seniority and nobody knows who would be promoted when," said sources.
Sources said that KAS after being appointed get inducted into Indian Administrative Service (IAS) after 15 years, but the same does not apply to KPS officers since their promotion remains pending for years together. As such the KPS officers never know as when they will be inducted into Indian Police Service (IPS).
