Sophisticated fire tenders worth crores without fuel | Blue eyed holds prize posting DFO HQ's | | Avinash Azad Early Times Report
Jammu, Feb 29: Pilferage of fuel in Fire and Emergency Services Department head quarter Srinagar has surfaced, as sophisticated fire tenders are parked idle in absence of fuel. Sources in department informed Early Times that recently conducted enquiry by department, has indicted the Divisional Fire Officer for leaving tenders without fuel. "In division headquarter, Srinagar there are two sophisticated vehicles, including Advance Rescue Tender, worth Rs 75 lacs and Emergency Rescue Tender worth Rs 50 lacs, but both are lying useless in absence of fuel", sources said, adding that funds meant for fuel are being embezzled. "A prima-facie enquiry was conducted regarding reportedly a delayed turnout on 16-02-2016 from F&E Station HQ's Srinagar after a rescue call was received in F &ES Control Room at about 15:24 hours. It has been found that immediately on receipt of rescue call regarding a house collapse at Hanfia Masjid Zaldagar Srinagar, alarm was raised and initially, in view of nature of call i.e. house collapse, ART (Advance Rescue Tender) was to be utilized as first turnout, but same was not found fit due to starting trouble", copy of enquiry report revealed. It further stated that, immediately, thereafter ERT was utilized for turnout but the problem of starting trouble was faced again for this tender also. As a make shift arrangement Duty Officer opted to shift rescue equipment to the first turnout (Water Tender) to ensure timely turnout however Gh Hassan MD-17 managed to start ART with the help of feed-pump. "Finally as per the report of Duty Officer, ART managed to leave garages at about 15:32 hours and did not proceed for turnout but directly to petrol pump (Refilling Station) just across the road at F&E Station HQ's for replenishment of fuel (Diesel) worth Rs. 1000/", the report read. It further state that the ART thereafter functioned without any trouble to proceed for turnout at task point. "During the enquiry Gh. Hassan MD-17 reported that while utilizing feed-pump to start ART, he simultaneously talked to Mohd Syed MD to know the working condition of ART who had replied that tender is in fine working condition but there is no fuel in the tender", the documents read. It further divulged that Mohd Syed had further apprised to Gh. Hassan MD-17 that a report regarding the shortage of fuel in the ART had already been reported to Divisional Fire Officer Head Quarter, Srinagar besides fuel clerk Rouf-UI-Hamid SGFM-1270 also acquainted about the position. "During the enquiry it was also revealed during the normal daily starting at about 08:00 hours both the vehicles ART and ERT had not started and feed-pump was used to start the vehicle. Khurshid Ahmad Bhat, DFO Srinagar was apprised of the matter", the report read, adding that the tenders have functioned without any trouble after fuel was replenished at petrol pump as detailed above. Shortage of fuel in ART and ERT as is evident after the prima-facie enquiry detailed above is-a serious issue indicating dereliction of duties on the part of DFO Srinagar which need to curb to ensure smooth working at station level. "The report is accordingly submitted for consideration till further orders to the Deputy Director, Fire & Emergency Services, Command Srinagar has been asked to relieve DFO from responsibility of fuel sanction at HQ's Srinagar. During the enquiry it was also revealed that the services of the fuel clerk has not utilized", the report concluded. When contacted Director General Fire and Emergency Services, Er R S Sodhi, said that there was no shortage of fuel for fire tenders. "We have sufficient funds for fuel", he said, adding that some people are maligning each other and bringing bad name to the department.
