Damaged, dysfunctional pipes mock at PHE department's progress in Kupwara

KUPWARA, Feb 29: Despite spending thousands of crores on water schemes and installation of water pipes old broken water pipes continue to be used in various villages of this frontier district of North Kashmir.
Sources said that Public Health Engineering (PHE) department has failed to provide adequate drinking water to the town and its adjoining areas as damaged pipes have been installed at various places in this border district.
"It has come to fore that that lack of attention towards the maintenance and operation of water supply schemes in several villages leads to their dysfunction or deterioration of the useful life," said sources.
Sources said that due to official apathy and corruption the people of Kupwara district are suffering on account of non-availability of drinking water. They said that despite availability of sufficient drinking water, the department fails to distribute it properly as old pipes were installed at various places in their district.
"The fact is that we are suffering from past three months due to the water scarcity. In chilly winter we have to bring contaminated water from river streams. Women can be seen fetching water from nearby ponds," said sources.
Sources said that although the central government is investing millions of rupees in Jammu and Kashmir, but the concerned department has failed to provide the proper services effectively to dozens of villages.
"Old stock of water pipes have either remained dysfunctional or remained underutilized for most of the time, that is why the concerned department is trying to install them in rural areas so that, huge bills could be drawn, " sources said.
Sources said that the water often gets wasted through leaking pipes, joints and fittings of the supply lines due to bad quality of materials used, poor workmanship, corrosion and age of installations.
"This leads to reduced supply and loss of pressure. The department should have properly checked the sub-standard material before installation, as in the case of invisible leaks sections of pipeline can be isolated and search carried out for location of leaks," said sources.
Sources further said that the department could have informed its consumers about the probable interruption in water supply and also the estimated time of resumption of water supply, but it is very unfortunate that water was being leaded to waste without repairing of pipes.
