The J&K Services Selection
Board has been consti
tuted through an Act called the J&K Civil Services Decentralization & Recruitment Act 2010 and rules thereof issued vide SRO 375 dated 21-10-2010. The Services Selection Board makes the selections against all the non-gazetted posts excluding class IV postsin all the government departments of the state. The Board nominates State, Divisional and District level selection committees for making selections to the posts referred by different indenting departments under various cadres and the committees are required to conduct the interviews and other process at the concerned levels i.e for Divisional cadre posts, the interviews are being conducted at Div. Offices, for District cadre posts, the interviews are being conducted at District offices and in respect of state cadre, the interviews are being conducted at the concerned central offices of the Board both at Srinagar and Jammu.
The task of the board is electing the most capable and deserving persons, for manning the civil services and posts, with pledge of exercising utmost impartiality, objectivity and efficiency in accomplishing its tasks in a time bound manner and transparently, making use of technological innovations, wherever feasible, having a goal of being fair to all and being seen as such. J&K SSRB under the then chairperson, Mrs.Shagufta Parveen, IAS have shown the right way and with her efforts, the board is back on track. Now under the chairperson Mrs. Dev Lata, KAS have shown her competence, dedication and hard work with a mark of honesty. She has proved that the board is very serious about the career of thousands of unemployed youth. Other autonomous institutions like SKAUST, University of Kashmir, AYUSH, J&K Police, SKIMS etc. have adopted the same syllabi for written examination and policy of recruitment as it has been drafted by the board.
Today, not only an average student but a below average student qualifies written test conducted by the board based on Matric, 10+2 or Graduate level.
It has been proved by many candidates in past exams conducted by the board since 2013. The board is uploading answer keys immediately after the conclusion of written examination on the official website of the board on the same day for information of General Public/Aspiring Candidates and representations were invited from the candidates in respect of question/Answer options which were referred to the Experts in line and their opinion has been considered accordingly. Certainly, the board declares result of all the examinations of different levels within days on fast track basis.
The merit of shortlisted candidates, whom they call for interview, is not disclosed-neither to participants nor the interviewing committee-which is a positive step towards transparency. As per the business of the Secrecy Section, it has to maintain all details relating to the conduct of the examinations/ written tests which otherwise cannot be made public, which includemaking arrangements for the examination and taking pre & post examination actions (as are required for smooth conduct of the examinations) and also declaration of the results. It should be the duty of the Board to conduct examinations for appointments to the services of the State. All confidential work related to conduct of examinations, maintaining close liaison with the examination section for smooth conduct of various written tests, working out the requirement of various sensitive material etc. compilation of data and Preparation of Selection lists as per rules in force, and any other sensitive work of confidential nature as may be assigned by the secrecy section.
In fact there are so many competent, dedicated and honest members in the board, like Mrs. Rukhsana Gani and Mr. Muhammad Sultan Malik (both KAS), who have never done any injustice with any candidate. The writer himself was an applicant for all the three levels but unfortunately could not make it for selections. Soon after the declaration of selection list, I submitted an RTI query in which I raised queries regarding written, academic and my interview points.
The board provided all requisite information to me of my satisfaction and I am sure about the board's transparency. For the post of Teacher (under the item code 466 vide Notification No. 05 of 2013), in one of its RTI information vide even No. dated 2nd February, 2015, I came to know that out of 180 questions, I had answered only 113.2584 correctly (i.e., got 40.8989 points out of 65 and 7 points out of 15 for academic/ additional qualifications and 18 points out of 20 points in interview). In total, I got only 65.8989 points out of 100 points drop out by 1.5911 points, as the cut off merit point for item codes 315, 434 & 466 was 68.55, 67.72 & 67.49 respectively. Accordingly, an RTI information received from the board (vide letter of even No. dated 28th January, 2014) against the post of Forest Guard (pursuant to notice No. 01 of 2011 dated 31-01-2011) provided all the requisite information as per my satisfaction.
It is only candidate, not the interviewing committee/panel, who knows his/her merit of written examination through answer keys. While the merit of all the non shortlisted candidates is shown against their item code and Roll No., there is no question of knocking the door of judiciary against the post as all the grievances were redressed by the board sympathetically. Recently a below average marks holder candidate qualified 10+2 level exam against the post of Printer (H&UD); CSSD (Health & Medical Education) and Photographer (Information Deptt.) and was called for interview. Another candidate having only 49% marks at Hr. Sec. Part-II applied first time against the SSRB notification for the post of Printer, qualified 10+2 level and was called for interview. Some posts have very less number of applicants, so all were called for interview: e.g., Medical Record Keeper/Technician, Sourcing Foreman, Auditor Induscos, Craft Assistant, Jr. Opthalmic Assistant, Cherographer, Tabla Assistant, Sangsaz etc. As against few posts, large number of candidates applied and accordingly merit became very high: e.g., for the post of Assistant Handicrafts Training Officer, Assistant Store Keeper cum Clerk, Accounts Assistant, candidates with 130 points have not figured in shortlist while for other posts like Junior Laboratory Assistant, Assistant Designer, Textile Designer, Form Clerk, candidates with 80 points have been called for interview. For the less number of posts with less number of applicants gives more chances than more number of posts with more number of applicants.
The recent 10+2 level exam conducted by the board on 21st February, 2016 was really praiseworthy, the same was conducted under the surveillance of videography, supervised by the concerned Deputy Commissioners of all the districts assisted by other higher officials of the district. This was another positive step to control mass copying, internet assistance and erased all doubts once for all. J&K SSRB is back on track and is moving very fast towards becoming one of the best boards of the State. Now it is the duty on the shoulders of the chairperson to let not lose faith of more than six lakh unemployed youth of J&K.
In order to facilitate easy access to information to the general public, the Jammu and Kashmir service selection board has maintained its own website (www.jkssb.nic.in).All the notifications, results and other special announcements are published on this official website and is updated regularly. I request to the chairperson on behalf of all the unemployed youth of J&K that kindly make an affordable fee possible for a common man, so that a candidate may apply for maximum advertised posts and consider the application form for all the posts advertised under different item codes or notices. The board may prepare a common merit for all the item codes with same post advertised under different notifications.
In short, to make a long story short, J&K SSRB jobs are every body's nut to crack it. It is difficult to get a class IV job for an average student but easy to get other non gazetted posts. For the post of class IV, only applicants having more than 85% in both Matriculation as well as 10+2 have got selected, while as, a candidate applying first time for SSRB jobs can attempt more than 50% questions correctly and if s/he prepares for a minimum period of one month with concentration, zeal, and hard work, it is not difficult but easy to qualify for any post.
