Early Times Report

srinagar, Mar 16: A division bench of state high court has directed government to disclose stand on a petition, seeking directions to prevent J&K Milk Producers Co-operative limited from expanding its milk plant at Cheshmashahi in outskirts of Srinagar.
The division bench of the court comprising Justices M H Attar and Justice B S Walia asked the additional advocate general, N H Shah, who was present in the court to come up with the stand next week.
The petition has been filed advocate N A Ronga, a resident of Harwan Srinagar and he states that if the capacity of the diary plant was enhanced from 20 TLPD to 50TLPD, it would have "disastrous affects" on the environment of the area which is green belt.
"The whole area in and around the site is green belt where all developmental, industrial or commercial activities are not permissible, allowed under master plan and under the municipal laws," the petitioner said.
Ronga said milk plant has Cheshmashahi garden, Parimahal and botanical garden in its neighbourhood and according to Ronga, the milk processing involves lot of water.
"According to experts, the water removed from milk can contain considerable amount of organic products and minerals. The cleaning of the plant results in caustic waste water "which will have an adverse impact on the surrounding environment," he said.
Ronga has stated that he no objections if the plant is set up at any industrial area where such activities are allowed.
The J&K Milk Producers Co-operative limited has already invited tenders for expanding the plant and as per the bid, it wants to expand the plant capacity to 50TLPD with utilities like steam generation, refrigeration, effluent treatment.
The present capacity of plant is 20 thousand litres and its products include snow cap toned milk, ghee and curd etc.
Ronga seeks directions to quash the NIT issued on January 28 in a local daily by J&K Milk Producers Co-operative limited.
Ronga also seeks directions government to refrain the J&K Milk Producers Co-operative limited from upgrading the plant.
