SICOP flouts norms, releases above Rs 10 cr to suppliers | | | ET Report srinagar, Mar 16: Throwing the rules to winds and violating approved schemes under marketing assistance of the Corporation, the incumbent Managing Director, Small Scale Industries Development Corporation (SICOP) has illegally released above Rs 10 crore to suppliers. According to well placed sources, the Government of India Ministry of Handicrafts had asked the State Government to supply modern carpet looms to poor weavers of Kashmir free of cost in order to promote carpet industry. Sources said that following the Central Governments directions the State Governments Handicraft Department asked the SICOP being a nodal agency to manufacture and supply modern carpet looms. "The SICOP manufacture these from few blue eyed small industrial units belong to Srinagar and Jammu. Reportedly these looms were supplied without testing and blow specification," sources said. Sources further said that the scheme was fully sponsored by the GOI and State Government to supply free of cost to the weavers of the State. However sources said that without verifying the genuiness of the payment claims, the present Managing Director SICOP released above Rs 10 crore from its own chest and that too without observing the set rules under marketing assistance scheme. Sources said that the Centre and the State Government have found total mess in the scheme and also it is reported that these looms have not been supplied to the genuine beneficiaries. It is further reported that the GOI has not entertained the claim of reimbursement of the said amount. Meanwhile sources said that with this step of the MD JK SICOP, the entire Corporation's business transaction have come to standstill and the said nodal agency is confronting with the finical crunch. The employees of the corporation have raised strong resentment on the step taken by MD to have released above payment without norms. Sources also said that the Ministry of Handicraft GOI have also raised their concern and have indicated that the scheme to strengthen poor section of the weavers of the society have come halted. "The entire action on the part of MD SICOP is highly objectionable where no rules have been followed. The Government should investigate the whole matter particularly as to how only few blue eyed suppliers were given allotment orders ignoring wide range of MSME sector of Kashmir valley. It is further stated that had SICOP enlarged the list of suppliers by placing allotment letter, the order would have been since executed fully. |
