I&FC deptt ignores audit submission | | | Arun Singh

Jammu, Mar 16: The Irrigation and Flood Control Department did not submit the audited statement of expenditure which was incurred in execution of various schemes to the Centre Government in sheer violation of guidelines under Accelerated Irrigation Benefits Programme. Sources told Early Times that as per guidelines under Accelerated Irrigation Benefits Programme which envisaged that the State government is required to submit audited Statements of expenditure under the programme on the schemes within nine months of the completion of financial year. "Irrigation and Flood Control Department had been strictly asked to adhere to the norms envisaged under Accelerated Irrigation Benefits Programme to maintain all records of the expenditure on schemes being carried out across the state and then submission of the audited statement with Centre Government as a transparency of funds being used under schemes," they said further adding that there are hundreds of works have been executed under various schemes by the I&FC Department worth crores of rupees in the state under centrally sponsored schemes and subsequently the whole account of expenditure had to send to center in the shape of audited Statement for further release of funds but the department ignored the guidelines and deliberately avoided to send the same. Sources further informed that the Irrigation and Flood Control Department, despite knowing the guidelines of the programme made the false excuses that the condition of submission of audited statement was not imposed in guidelines prior but the fact remains that this condition was already in the guidelines effective from the inception of AIBP. If sources are to be believed the claims made by the I&FC Department were totally false and it was blatant attempt to escape the accountability of utilization of funds. |
