Guv’s rule halts babus' unnecessary expenses | | | Ishtiyaq Ahmad Early Times Report srinagar, Mar 16: While it had become a norm for the bureaucrats to travel with ministries to foreign countries and States in the country, but the Governor rule has snatched them all these luxurious. Bureaucrats and Ministers have spent crores of rupees "unnecessarily" on travel by visiting foreign countries and States in India for seminars, conferences over the years thus putting a huge burden on the State exchequer. Now, Government has strictly ordered its officials to avoid unnecessary expenditure in functioning of the departments in view of the increasing liabilities of various departments. According to an order issued by the Government, departments must observe utmost economy in organizing conferences, seminars and workshops. The departmental heads have been instructed that only conferences, workshops seminars shall be held which are 'absolutely essential'. The Government has issued these directions at a time when people are enjoying Governor’s rule but put halt on unnecessary expenses the bureaucrats were spending at the cost of State exchequer. According to these instructions which as per sources have been issued on directions of Governor NN Vohra, holding of exhibitions, fairs, seminars, conferences outside the State is strongly discouraged except in the case of exhibition for tourism or handicraft promotion. Government has also put a ban on holding of meetings and conferences at private hotels instead Government buildings and premises should be utilized for the same. Purchase of new vehicles to meet the operational requirement is permitted, but only against condemnation as a replacement measure. Travel expenditure according to these instructions should be regulated so as to ensure that each department remains within the allocated budget for the same. Re-appropriation augmentation proposals on this account will not be entertained, it says. Further the officials have been directed to travel only by economy class regardless of entitlement within the country. The departments have been told that facility of video conferencing must be used effectively and travel for the purpose of attending meetings should be avoided to the extent possible. In all cases of air travel, the lowest air fare ticket available for entitled class is to be purchased/ procured, says the Government instructions. "The Finance department have issued these instructions as most of the heads of departments have spent crores on travel within and outside the country. The functioning of several departments have been affected for want of funds due to unnecessarily expanses by several bureaucrats and politicians," a senior official of Finance department said. The Government has said that no fresh financial commitments will be made on items which are not provided for in the approved budget. During the last quarter of the year the expenditures should be limited to 33 percent of budget allocation and in the month of March, the expenditure should be limited to 15 percent of the budget estimates. Any department exceeding this limit has to submit a detailed explanatory note to the Finance Department by April 10, 2016, the Government said. |
