Meanwhile, Guv's admn ready with VoA, full budget | | | Early Times Report jammu, Mar 16: The Governor's administration is all set for the budget to be passed in any form on or before March 31. The administration is learnt to have kept both the alternatives and options open that will be used as per the political situation in the State vis-a-vis formation of new Government. Sources in the Finance department said as it was sought by the Governor NN Vohra, the administration has kept both the alternatives ready- Vote on Account as well as the full budget as the present dispensation doesn't want to tread any step or take any such move which is likely to get changed in any respect if the popular Government assumes charge. In case the present Government gets any clue that new Government will replace it in near future, it will go ahead with the option of Vote on Account, sources said. However, if no such signs are visible in the next 15 days, will pass full budget for which the proposals have been prepared, sources added. Finance department senior official also dismissed what he said it was just a speculative date of State Administrative Council led by Governor NN Vohra will pass or present the budget on March 15. It was no sacrosanct a date nor is there such an urgency or haste, sources said, adding that it can be passed any day before March 31. However, everything is ready and it is just of matter of one hour for this mandatory step to follow, the official said, adding that the Government cannot run beyond that which commences new financial year. Sources also said since this year in absence of legislative business no discussions will take place on budget document nor any suggestions that usually emerge from the course of discussions in the Assembly, the Finance Department has prepared proposals after taking into consideration the vast picture of State's resources and likely expenditure requirements in each sector and made projections on that basis. Similarly, the proposals regarding new schemes have been prepared by getting a feedback from the State's Planning department, sources said. This feedback incorporates the review of the ongoing schemes in different parts of the State, sources said. However, this all forms the part of the full budget which may be passed in case the Governor decides to go ahead with that option, sources further said, adding that in case of Vote on Account, everything will be left on to the new Government to take final decision. |
