PDP-BJP talks enter final phase, breakthrough soon | Govt formation | | Early Times Report Srinagar, Mar 16: Finally, deadlock over Government formation in the State is likely to end soon following four major developments, which have helped in bringing the PDP and the BJP closer. Highly placed sources said the two parties have resumed talks in the national capital and that the foreign Ministerial-level talks between India and Pakistan scheduled to be held in Nepal on Thursday would have a direct impact on the Government formation. "If the talks in Nepal remain fruitful, the breakthrough in formation of Government in J&K is expected by weekend," sources told Early Times. They said the PDP has been assured on behalf of Prime Minister Narendra Modi that his Government was committed to improve ties with Pakistan "so that bonhomie between the two countries will create atmosphere of peace in strife-torn Kashmir." While the PDP-BJP relationship had been on flip-flop for over two months since Governor’s rule was imposed, there has been sudden spurt in unprecedented developments. Interestingly, all the four developments took place this week alone and have brought the two parties closer than before. While the BJP played the first move by announcing in the Rajya Sabha that the Center was committed to execute Rs 80,000 Crore financial package in the State, the PDP instantly reciprocated with the second move when the party President rushed to the national capital. On March 14, the Union Finance Minister Arun Jaitley said that the Centre was committed to equitable development of all the three regions of the State -- Ladakh, Kashmir and Jammu, and on the implementation of the PM's relief package. The next morning Mehbooba took flight for New Delhi. Sources said she left for the national capital only after getting positive feelers from senior BJP leader Ram Madhav that the Center was committed to execute CBMs. Even though Governor NN Vohra was scheduled to present the budget on March 15, the process was "deferred on the special intervention of the Prime Minister's office" which asked the Raj Bhawan to "wait and watch." Raj Bhawan insiders said this third move of postponement of the budget remained of significant importance for the prospects of Government formation. "They PDP people had sought the postponement of the budget till the talks would conclude and the same has been practically agreed to by the Center," said a Raj Bhawan source pleading anonymity. While these three back-to-back developments have brought PDP-BJP on negotiation table, another shot in the arm came through expected improvement in Indo-Pak relations by weekend. The Indian Foreign Minister Sushma Swaraj, is understood to have been asked to hold talks with her Pakistani counterpart Sartaj Aziz, in a way that the twin countries move towards bonhomie. Sources said Mehbooba told BJP that her father and the then Chief Minister Mufti Mohammad Sayeed aspired to strengthen relations between the two countries and that she aspires to achieve the same. Sources said the PDP told New Delhi that sustainable peace in Kashmir was subject to India's relationship with Pakistan. The reply was astonishing. "She (Mehbooba) was told that the basic reason of PM's hand of friendship towards Pakistan aimed at sustainable peace in Kashmir and that same endeavor would be strengthened in Nepal," the sources said. All these back-to-back developments indicate that the two alliance partners are warming up to each other on Government-formation in the State which has been under Governor's Rule since January 8, a day after the then Chief Minister, Mufti Mohammad Sayeed, passed away in New Delhi. |
