Sunderbani , June 9: While there is no great surprise over the vanishing off of the central funds by the state looters, the network in his regard is foolproof with no accountability. There is no accountability yet seen over the state providing the utilization certificates to the centre for the funds 'looted' by it , the live examples of such are in abundance in district Rajouri and tehsil Sunderbanmi. A sum of Rs 2,56,000 realized by the education department for construction of two toilets at Government Middle School Chavarian has not reached the actual contractor who is a panch named Mohammad Shabbir of Chavarian who constructed the same and is waiting for the realization of the payment since last one and a half year. While the chief Education Office Rajouri confirms to have released the amount to the Zonal Education Office Lower Hatthal where the construction was done, suspicion abounds as to where the amount has gone and not reached the actual person. The mystery unveils when the Early Times conducts a survey of the issue and finds one Rakesh Kumar , the clerk in the ZEO Lower Hatthal who has been there since last fifteen years. Bimla Kumari, ZEO Lower Hatthal expresses ignorance over the issue and could not provide the clue as how the Rakesh Kumar, a master grade headmaster of Rugga Middle school can stay put in a department for such a long time. Sources, however disclose that Rakesh Kumar is the point man of certain high ups in the education department including commissioner secretary education, director education as well as education minister of the state and enjoys their patronage. " The illegal bribe is transacted to all points through this point man who is most power ful in the ZEO and does not even cares for his superiors who allegedly fear to initiate any action against him," saidf the sources. " I have spent nearly Rs 20, 000 on phones as well as transport to the ZEO for release of my opaynent of Rs 2,56,000 but to no avail as all officers are tight-lipped over the case and do not want to divulge anything," said Mohammad Shabbir, the panch. He said that construction works were completed by him and the charge was handed over to the department , but do not knows why his payment is not released. CEO Rajouri as well as ZEO Lower Hattahl too do not have any clue as where the payment has gone , but the sources divulge that the said Rakesh Kumar has his own office outside the ZEO office where he has kept all the records of the education department under his surveillance and do not discloses it to the general public about the status of the works completed. As per the scheme released by the central government for making 50 toilets in the area , only 30 toilets have been made so far and there is no account of the remaining 20 toilets. It is pertinent to mention that the cost incurred in making one toilet comes to Rs 44,000, while the money fizzled out of this has no account. Another example stands at Primary School Tatrada where a toilet was sanctioned to me made through Rs 85,000 , but as per the estimates, the money spent on the toilet has come to only Rs 30,000 while the remaing amount has no accountability. Given such state of affair in tehsil Sunderbani, te fact that come out say that there is no accountability of the money being released by the education department for various works while the point man Rakesh Kumar who is alleged to be at the helm of the affairs is maintaining all the records of the department without any ado. "We suspect that Rakesh Kumar is in hand in gloves with the higher education department officials and even the minister which is why he is not reined in by any official as he is squandering away the government exchequer," alleged some locals of Lower Hatthal. |
