Jammu, June 9: A major scandal involving revenue officials and locals has surfaced in Budhal, wherein a total of 23 Kanals land of Government Degree College Budhal was fraudulently de-notified in favour of some influential locals. Instead of conducting any enquiry, the District administration Rajouri as well as Higher Education department officials are still mum over the issue and the responsible officials are still running scot free. According to the letter forwarded by GDC Budhal Principal YP Kundal, a copy of which is with Early Times it has been transpired that in the year 2010, GDC Budhal was allotted 99.5 Kanals of land but after only five years, a total of 22.5 kanals land has been de-notified and College has left with only 77 Kanals of land. "Some of the people, more especially the ones who donated land, residing near the peripheral areas, along the proposed main gate and the land has commercial viability, clandestinely in connivance with some revenue officers/officials, started an exercise de-notification of land and it has been come to our notice that they have fraudulently snatched land (22.5 Kanals) with the involvement of your subordinate officials without any knowledge of the department of higher education and GDC Principal", the letter forwarded by GDC Budhal to DDC Rajouri reads as. Though in the letter, the GDC Budhal Principal has written that he had joined the college in August 2015. "After scrutinizing the record, I have come to know that none of the documents have ever been found that show any hint of giving consent for this de-notification by any of my predecessors", the letter reads. In contrast to the claims made by GDC Budhal in the letter, Early Times is in possession of a letter forwarded by former Principal of GDC Budhal Shabir Ahmed Shah, who on 3/2/11 had written a letter to Director Colleges Higher Education department, for de-notification of land from the allotted land. Sources alleged that the involvement of an official of GDC Budhal could not be ruled out, who in connivance with revenue officials and locals, managed to get consent of Director Colleges for de-notification of the land, which has resulted into shrinking of allotted land from 99.5 Kanals to 77 Kanal. Sources further alleged that an influential person, residing along College had firstly denoted the land for college construction but after he came to know that the entrance would be in his denoted land, he hatched a conspiracy to de-notify land and the scandal started. "Many Revenue officials are involved in the scandal and even an official posted in GDC Budhal was also involved in this scandal but so far there is no investigation", sources alleged. GDC Budhal College Principal, YP Kundal admitted that since he had joined the college he had forwarded a number of letters to several government officials including Chief Secretary, Commissioner Secretary and others. "College was denoted 99.5 Kanals of land out of which, we have left with only 77 kanals of land", he said. Former Principal of Budhal college, Shabir Ahmed Shah, who is presently posted in GDC Rajouri said that one house was shown in the allotted land for college and the resident had approached him and Director College for de-notification. "After visiting the site and as communicated by office of Director colleges, I had recommended for de-notification of One kanal and fifteen Marlas of land", he said. |
