Will Nirmal Singh empower SMC, JMC Health officers? | | | Early Times Report
Srinagar, Mar 10: The previous decision of Government to disempower the Health Officers of Srinagar and Jammu Municipal Corporations is badly affecting the working of these offices as not a single food license has been issued or renewed since last more than five months. Will Dr Nirmal Singh the newly appointed Deputy Chief Minister of J&K who is also heading Urban Development Department of the state intervene into this issue? The restaurants, dhabas, hotels, guest houses and even provisional stores in Srinagar and Jammu cities are supposed to get the license and No Objection Certificate (NOC) from respective Health Officer of the Municipal Corporation who have been designated as designated officers (DO's) under Food Safety and Standards Act 2006 , rules and regulations of 2011. The Health officers used to look after the food safety section of Srinagar and Jammu Municipal Corporations until recently , but after the Government decided to appoint Food Analysts for Srinagar and Jammu divisions , the said work has suffered a lot and not a single food license ,No Objection Certificate (NOC) or license renewal has been taken up by the Food Analysts who according to sources are not competent enough to do this job. Pertinently the Omar Abdullah lead government had proposed to de-notify the health officers of Srinagar Municipal Corporation and Jammu Municipal Corporation as designated officers for drug and food safety. The said charge has now been given to food analysts who would look after this work and would be the designated officers (DO) under Food Safety and Standards Act. While talking to Early Times Advocate Javaid Iqbal a Srinagar based lawyer said. The Food Analysts for Kashmir and Jammu divisions would supervise and monitor the market checking of food installations and manufacturing units for any violation. They have to issue license and No Objection Certificate (NOC) as well to the newly established hotels, restaurants, food centres, dhabas, and kiryana shops etc. " As many hotels , guest houses, restaurants and other food centres are constructed illegally and against the norms of SMC and JMC, it will be too difficult for food safety analysts to check the requisite permissions granted by the Srinagar or Jammu Municipal Corporations to the owners of these centres as the said officers are not familiar Municipal rules and regulations vis a vis new construction etc. The health officers being the senior and experienced officers of Municipal Corporations are very well familiar with SMC rules and norms can easily locate such illegally established food centres in addition to performing their duties as Designated Officers (DO) under Food Safety and Standards Act " said Advocate Javaid Iqbal a Srinagar based lawyer while talking to Early Times. " I have been going to the office of Srinagar Municipal Corporation (SMC) since last 4 months as I need to renew my food safety license , but I am being told that Health Officer is not competent to do this job. If some other officer is competent enough to do the job let the Government inform us, but as of now there is no office of any food analyst in the Srinagar Municipal Corporation (SMC) premises. We hope Dr Nirmal Singh who took over as Urban Development Minister of J&K will look into this issue and relieve us from the trauma " said Shabir Ahmad Mir a restaurant owner from Lal Chowk Srinagar. |
