Will RDD Minister take a call?

Jammu, Mar 10: Even after three years since over 90 Crore job card scandal rocked Kishtwar District during the review meeting taken by the then Additional District Developmental Commissioner (ADDC) Kishtwar on 07-07-2012, no action has been taken against the guilty officers.
As per the sources, as a mere eyewash the department rejected negligible number of job cards during review as directed by the then ADDC Kishtwar while majority of these fake job card holders continue to receive money even today. The onus is now on new RDD minister to take the final call and punish the guilty officials who robbed the state exchequer with impunity.
As per the details available with "Early Times", the issue come to the light during the meeting chaired by former ADDC Kishtwar Jatinder Kumar Singh on 7-7-2012 wherein the RDD officials informed the chair that more than 51000 (51238) job cards have been issued under MGNREGA in Kishtwar District against the population of 2.27 lakh as per 2011 census including urban population of nearly 40000 where MGNREGA does not apply. Beside 40000 urban population, nearly 70000 population is based on children's between 0-16 years and 2500 families based on approximately 10000 souls are serving in various government departments and thus all these families did not fall under the ambit of MGNREGA. On subtraction of 1.20 lakh (70000+40000+10000) out of 2.27 lakh population of Kishtwar District, there were 51238 job cards for remaining 1.07 lakh population of Kishtwar District which means every 2.08 (Approximately) person holds one job card in Kishtwar District.
As soon issue of fake job cards came to the fore, the then ADDC Kishtwar issued order for verification of job card through the then Assistant Development Commissioner Kishtwar in all the 8 blocks of Kishtwar District Viz Drabshala, Kishtwar, Nagsini, Padder, Inderwal, Dachhan, Marwah and Warwan, which according to the sources was done causally as only negligible number of job cards were cancelled; while the final inquiry report regarding fixing of responsibility on culprits is still pending.
ADDC Kishtwar Jatinder Singh was transferred by the then Omar Abdullah government soon after he initiated inquiry into these fake job cards. The then ADDC Kishtwar after getting dejected from all quarters even shot letter No: ADDC/K/12/219-224 to the then Director Rural Development Department Jammu informing him about the issue of fake job cards fearing that the issue has deep financial implications which may lead to unearthing of financial fraud; But the then Director RDD Jammu who played a key role in covering up the scandal, instead of initiating action against the guilty officials turned blind eye towards the concern raised by the then ADDC Kishtwar. The copy of letter highlighting the scandal was also sent to the then Chief Secretary and Commissioner Secretary to Government RDD Jammu and Kashmir, but nothing was done on their part .
If going through the financial details pertaining to MGNREGA for the year 2010-11 & 2011-12 in Kishtwar District, the government of Jammu and Kashmir through Rural Development Department accorded the sanction plan of Rs. 111.00 Crore for Kishtwar District for the year 2012-13 divided into two components labour 60% (Rs 66.60 cr) + Material Cost 40% (Rs 44.40 cr) and subsequently @ 6% (Rs 6.60 cr) is deducted from the total allocation plan I.e. 110.00 Crore as administrative charges.
As per the mathematical calculation each job card holder is entitled for Rs. 12998 @ 100 days which is Rs. 900 more amount in accordance to the payment made @ Rs. 120/day under MGNREGA. Thus @ 23000 fake job cards government suffered Rs. 298957804 loss on labour count. Keeping in view of percentage into count, 23000 job cards constitutes 45% of total job cards issued in Kishtwar District and thus out of Rs. 44.40 Crore, an amount of Rs. 19.98 Crore goes into the kitty officials involved in nexus of issuance of fake job cards. The total calculation of the money siphoned off by the different officials of RDD Kishtwar amount to Rs. 49.87 Crore which constitutes 45% amount of the total budget sanctioned by the government for Kishtwar District under MGNREGA for the year 2012-13. Similarly if the same procedure was adopted for the budget of Rs. 90 Crore spent by RDD Kishtwar under MGNREGA for the year 2011-12, an amount of Rs. 40.50 Crore goes on the name of fake job cards was approximately Rs. 90 Crore which was swindled by the various officials involved in issuance of fake job cards for the year 2011-2012 . The sources said that issuance of such a huge number of fake job cards is not the handy work of one or two persons and added that in case the inquiry will be conducted in proper way; many officials of RDD Kishtwar and at top level will be found guilty. The sources said that many job cards all over the state constitutes a scandal over Rs. 400 Crore which need to be checked by the present government, beside laid a stress to check the moveable and immoveable properties of the employees involved in the scandal.
